The City of Bellflower is recruiting for a part-time Recreation Specialist to join the City’s dynamic Parks and Recreation team. We currently have a vacancy under the Bellflower Recreation In Motion (BRIM) mobile recreation program. Interested individuals are encouraged to apply immediately. Bellflower Recreation In Motion (BRIM):

The Parks & Recreation Department is seeking applicants to fill a Recreation Specialist – Bellflower Recreation In Motion position who will oversee and lead the BRIM Mobile Recreation Program. This position is a key part-time leadership position within the department and will be vital in addressing the youth recreational needs of the community. The position is year-round, with a maximum of 25 hours per week. Traditionally the program runs three days during the week for summer plus special events, and the program runs weekends plus special events during the school year. Candidates should possess a strong work ethic, good written and oral communication skills, strong leadership qualities, and must be a “people” person. Candidates are to have at least two years of college coursework, preferably with a major in recreation, physical education, or related field. Bilingual skills are highly desirable for the position, as is experience in the supervision, direction, training, and recruitment of staff.

Under direction, to serve as manager of a program unit, administrative unit, facility within the Parks and Recreation Department; and to perform a variety of administrative tasks and duties.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Recreation Manager, Recreation Supervisor, Recreation Coordinator, and/or Program Coordinator. Exercises supervision over and provides training to lower-level staff, volunteers, and contract instructors.

CLASS CHARACTERISTICS

This is the full journey level in the class series. Positions at this level are distinguished from the Recreation Leader level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level only receive occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and positions at the Recreation Specialist level are normally filled by advancement from the Recreation Leader II level requiring two or more years of experience and performance exceeding standards. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the Recreation Leader II level.

Examples Of Duties

EXAMPLES OF TYPICAL JOB FUNCTIONS

Coordinate, direct, oversee, and participate in the day-to-day operations of assigned program unit, administrative unit, facility.

Participate in the selection, training, scheduling, supervision, and evaluation of staff including recreation leaders, and lifeguards.

Assume responsibility for control of all activity for specific assignment; inform the Parks and Recreation management staff of the status of personnel, program area, and maintenance conditions affecting program and operations.

Leads the planning, promoting, conducting, supervising, and evaluating of adaptive recreational program and activities.

Interact and stimulate interest while conducting and supervising program activities including but not limited to sports, games and contests, special events, arts and crafts, and social activities, park patrol, and transportation services.

Assist with planning, coordinating, leading, and overseeing the implementation of community special events.

Inspect assigned recreation facilities and/or equipment; report necessary repairs.

Provide technical and administrative support to Parks and Recreation management staff.

Review and evaluate work products, methods, programs, and procedures.

Complete records and reports as required.

Provide and coordinate staff and/or volunteer training.

Answer questions and provide information to the public.

Promote and ensure safety procedures around participants, staff, and spectators.

Order supplies and equipment.

Perform other duties as assigned.

Principles and practices of adaptive recreation programming.

Effective recreation leadership techniques.

Education and Experience:

Two or more years of experience as a Recreation Leader II position normally required. Equivalent to a high school diploma supplemented by two years of college course work.

Licenses and Certifications:

Possession of a valid California Driver’s License is required for some assignments.

Possession or, or ability to obtain, First Aid and CPR certificates within three months of employment.

Physical Demands

Must possess mobility to work in a standard office and/or recreational facility setting and use standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds and the ability to travel to different sites and locations and be available for irregular work schedule.

Environmental Elements

Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR. Employees are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
