Job Summary

Lead and manage the Social Department across Phnom Penh, Siem Reap, and Sihanoukville. Oversee program design, planning, monitoring, evaluation, and team development. Build strong stakeholder relationships and guide teams through organizational changes aligned with the NGOs mission and values.

Main Responsibilities:

1. Leadership & People Management

Lead social teams in PP, SR, SHV and guide change management.

Build a skilled, motivated team; ensure regular training and development.

Conduct performance evaluations and promote a collaborative work culture.

2. Program Design, Planning & Evaluation

Design and plan Community Engagement and Student Learning programs aligned with NGO mission.

Oversee monitoring and evaluation frameworks; provide data-driven recommendations.

Identify programs for project-based funding and coordinate with project teams

3. Engagement & Relationship Management

Ensure clear communication across schools and stakeholders.

Represent the NGOs mission and values.

Build strong relationships with communities, authorities, partners, and NGOs.

Strengthen networks to support community development.

4. Community Program Implementation

Lead implementation of community engagement activities.

Monitor community needs and adjust program strategies.

Manage community initiatives aligned with NGO objectives.

5. Reporting, Communication & Administration

Prepare regular reports for the General Director.

Ensure effective communication across teams and departments.

Maintain strong administrative systems within the Social Department.

Provide timely updates to stakeholders on program outcomes.

Job Requirements:

Bachelors degree in Social Work, Community Development, Public Administration, or related field (Masters is a plus)

10+ years of community/program management experience, including 5+ years in leadership

Experience in program design, monitoring, evaluation, and leading teams through change

Strong English, communication, and interpersonal skills

Good leadership, people management, planning, budgeting, and project management skills

Familiarity with beneficiary management systems

Strong analytical and strategic thinking

Commitment to NGO values and child protection

Patient, adaptable, cooperative, and focused on quality results
