ABOUT YOU

We are hiring a highly motivated individual to join the Joint Support and Enabling Command (JSEC) as Staff Officer (Operational Data), NATO Grade 12.

In this position, you will oversee the management tool and operational database, ensuring effective monitoring, coordination, and synchronization of information collection and dissemination. Your performance will directly contribute to the strategic and operational level planning activities and execution of a Plan. While maintaining regular professional interactions at both managerial and tactical levels, you will support timely and effective operations—critical to the planning, deconfliction, and execution of objectives during wartime, crisis, and peacetime. You will also be responsible for contributing to the internal education and training program, assessing training needs, and providing guidance to personnel on their professional development. The role demands clear thinking, sound and consistent judgment, strong communication skills, and a creative mindset.

YOUR QUALIFICATIONS AND EXPERIENCE

The ideal candidate will have

Higher Secondary education and completed higher vocational training in library, information science, management information systems, computer science or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience;

Profound experience in management tools and operational data base management practices to include managing, updating, and securing operational databases;

Hands-on experience with IT management platforms and tools;

Working knowledge of Automatic Data Processing (ADP) systems;

A good command of English both written and spoken.

The following would be considered as an advantage:

Experience in IT-Management Systems application in NATO;

Experience in planning at strategic or operational level;

Experience as Officer with some background of Joint and NATO Staff functions;

Knowledge of the Effects Based Approach to Operations;

Experience in supporting training programmes;

Any further training certificates and courses related to subject field or acquired through NATO (e.g. Operations Planning Course, Alternative Analysis course, Crisis Management Course etc.)

YOUR ROLE

Monitor ACOS J5 information management tool and operational data base;

Coordinate and synchronize information collection and information sharing between ACOS J5 branches;

Support Planning Teams with Ops Data;

Review and update information management tool and Ops Data base routinely;

Review routinely job description and advise adjustments of internal education and training;

Coordinate internal education and training requirements;

Prepare personnel for their participation to all operational boards, working groups, conferences, VTCs, etc. requiring J5 engagement regarding activated OPLANs/GRPs/SDP/ etc.;

Coordinate, monitor and advise on personnel Professional Development;

Undertake work as part of a project team or working group as directed or assigned.

YOUR SKILLS

Clarity of thought, sound consistent judgement, good interpersonal and communication skills;

Ability to influence others and coordinate with various national/international stakeholders and offices;

Strong understanding and hands-on experience with IT management platforms and tools;

Ability to coordinate and synchronize data across multiple platforms and teams;

Ability to function effectively under stress and contribute to crisis planning and response;

Capable of identifying inefficiencies and recommending improvements to systems or workflows;

Consistent, reliable decision-making with awareness of operational impacts.

YOUR TEAM

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into a Joint Operations Area (JOA).

The Plans Directorate (PLANS) prepares and manages the development of functional planning based on the guidance received by COM, the assessments provided by OPS and the liaison activities, contributing to strategic and operational level planning.

The J5 Division leads and ensures the HQ joint planning. It is responsible for developing functional advice to the COM as well as supporting ACO strategic, operational and tactical advance.

The Planning Support Branch contributes to the Planning Teams efforts during the development and execution of a Plan.

CONTRACT

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter, an indefinite duration contract might be offered.

Salary values indicated in this vacancy notice are based on NATO`S Single Salary Spine scale;

The salary is tax free including (where eligible) expatriation, family and children's allowances and additional privileges for expatriate staff;
