Summary
Under limited supervision, the SCADA, Electrical and Operational Technology Technician provides technical support for the City's SCADA, instrumentation, and operational technology (OT) systems. This role involves assisting with the installation, maintenance, and troubleshooting of electrical and control systems that support water and wastewater operations, ensuring reliable operation of field devices, automation components, and communication networks. As a journey-level position, incumbents focus on developing technical proficiency in system maintenance, troubleshooting, and instrumentation support while assisting senior staff on complex projects. This role is distinguished from the senior-level technician position by its emphasis on skill development and collaborative support rather than independent advanced troubleshooting, programming, and project leadership.

Essential duties and responsibilities may include, but are not limited to the following:
Assist with the installation, configuration, maintenance, and troubleshooting of SCADA systems and related OT infrastructure at water and wastewater treatment facilities, wells, booster stations, reservoirs, reclaimed water sites, and metering stations.
Support the installation, repair, and maintenance of field instrumentation, sensors, and control devices associated with automated water and wastewater system operations.
Assist with programming and modifying logic in Programmable Logic Controllers (PLCs) and Human Machine Interface (HMI) software under supervision to support process automation.
Support the calibration, testing, and inspection of instrumentation and telemetry devices to ensure accurate data collection and reliable system performance.
Assist with the installation, maintenance, and testing of electrical equipment and control circuits associated with pumps, motors, motor control centers, and generators.
Support the development and maintenance of SCADA communications systems, including radio telemetry, wireless networks, and VPN connections, to ensure continuous data transmission between field devices and central control systems.
Assist with troubleshooting communication issues, including radio frequency alignment, network switch and router configuration, and remote connectivity.
Assist with installation, configuration, and updates for central SCADA servers, operator workstations, and network interfaces.
Support the development and maintenance of local and wide area networks (LAN/WAN) used for SCADA operations, including routers, bridges, switches, and firewalls.
Assist with the installation, configuration, and support of alarm notification software, automated call-out systems, and remote monitoring tools.
Maintain and update inventory records for OT equipment and components, including tagging and tracking new installations and replacements.
Assist with the creation, formatting, and distribution of operational reports and system data summaries for use by operations staff and supervisors.
Provide technical support for on-call troubleshooting, emergency response, and after-hours system issues as assigned.
Maintain required access credentials and training for secure entry to operational sites and facilities.
Perform other duties of a similar nature and level as assigned.
Safely operate City vehicles and equipment.
Minimum Qualifications
Education and Experience:
High school diploma or GED equivalent AND one (1) year of experience in the installation, maintenance, and troubleshooting of electrical systems, process control instrumentation, and SCADA system components, preferably at a water/wastewater facility, including journey-level industrial electrical installation, maintenance, and repair experience.
License(s)/Certifications:
Must possess a valid California Class "C" driver's license upon hire and maintain it throughout employment with the City of Victorville; may be required to obtain Class A license with Hazardous Materials endorsement.
Possession of a valid Grade I (T1) Water Treatment Operator Certificate issued by the California State Water Resources Control Board desired at the time of application or must be obtained within eighteen (18) months of hire and maintained throughout employment.
Possession of a valid Grade I (D1) Water Distribution Operator Certificate issued by the California State Water Resources Control Board desired at the time of application or must be obtained within eighteen (18) months of hire and maintained throughout employment.
Possession of a valid California Water Environment Association Electrical/Instrumentation Technologist Grade I Certificate desired at the time of application or must be obtained within eighteen (18) months of hire and maintained throughout employment.
Knowledge of:

Physical Demands & Working Environment
This position works primarily outdoors in varying weather conditions, including wind, heat, cold, and rain. It may require entry into sewer and storm drainage systems, manholes, pump stations, catch basins, or other confined spaces. The employee may need to climb ladders, work in trenches, and use fall restraint harnesses or respirators. The role typically involves balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions. Heavy work is required, involving exerting 50 to 100 pounds occasionally (up to one-third of the workday), 25 to 50 pounds frequently (one-third to two-thirds of the workday), and 10 to 20 pounds constantly (two-thirds or more of the workday), exceeding medium work requirements. Employee may be exposed to machinery, moving mechanical parts, electrical currents, vibrations, intense noise, fumes, smoke, grease, odors, and dust. The incumbent must be able to see and hear within the normal range, with or without correction, communicate effectively both verbally and in writing, and be clearly understood. The position may require responding to emergencies outside regular working hours, including weekends, holidays, evenings, and/or varying shifts.
SALARY: Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate.
VACATION: Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015.
SICK LEAVE: 96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service.
HOLIDAYS: 13 Holidays per year plus one floating holiday for eligible full-time employees.
MEDICAL/DENTAL/VISION INSURANCE: Available for full-time employees and their eligible dependents, with a fringe subsidy.
DEFERRED COMPENSATION 457 PLAN: Available to interested employees.
LIFE INSURANCE: City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee.
RETIREMENT: For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program. The City is required to participate in the Medicare Program and contributes a matching 1.45% of salary.
SHORT-TERM DISABILITY: Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit.
LONG-TERM DISABILITY: City-paid benefit provides 66-2/3% of salary after 90 days of disability for full-time employees, up to a maximum of $5,000 monthly.
EMPLOYEE ASSISTANCE PROGRAM: Provided for all full-time employees and their eligible dependents.
