The City of Torrance is recruiting for a Building Inspector to be a part of the Community Development Department!

The Community Development Department plays a vital role in the continued development, sustainable growth, and success of Torrance. CDD maintains the Building and Safety, Engineering, Environmental (Code Enforcement), the Geographic Information System (GIS) and Mapping, Housing, and Planning Divisions, which serve the community by overseeing redevelopment, comprehensive planning, zoning, housing programs, project planning, permitting, environmental stewardship, NPDES and building and code enforcement.

Responsibilities of the Community Development Department include:

Building Permits & Online Permitting

Code Enforcement

Construction Plan Check and Inspections

Development Review and Comprehensive Planning

Engineering Permits and Records

GIS

Housing Programs (including Section 8)

NPDES Administration

The Division

The main purpose of the Building & Safety Division is to protect and promote public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. To accomplish this purpose, the Building & Safety Division provides inspections for new construction, buildings and remodeling of structures for compliance with the local, state and federal laws. One of the primary goals of the Building & Safety Division is to provide guidance to the public on safe building construction practices and to serve as a resource for building code and design issues.

The Position

The Community Development Department is seeking an experienced Building Inspector to join their team. The Building Inspector inspects less complex buildings and structures, such as residential buildings, in all phases of construction, alteration, and repair for compliance to City codes and applicable state laws, as well as adherence to plans, specifications and safety regulations. This position consults with and advises the public, contractors and builders regarding building laws and requirements, issues building, electrical, plumbing, mechanical and any other permits, and performs related work as required.

QUALIFICATION GUIDELINES

Any combination of education and experience that provides the knowledge and abilities required is qualifying. A typical way to obtain the knowledge and abilities would be:

Equivalent to graduation from high school. A minimum of three years of building trades construction work in any of the recognized building trades; OR three years experience working a public counter within a municipal or county building department charged with enforcing codes or municipal laws and processing permits; OR two years previous experience as a building inspector for a municipal or county building department.

Ideal Candidate

Successful candidates will possess the following:

ICC Building Inspector Certification;

Experience working in the trades field;

Extensive knowledge of building permit issuance guidelines;

Ability to read blueprints, interpret building codes, and effectively work with minimal supervision;

Demonstrated computer literacy with the ability to utilize a range of inspection-specific software programs;

Flexibility and effectiveness in handling multiple or conflicting priorities;

Exceptional oral, written, and interpersonal communication skills;

Strong organizational skills and demonstrated self-motivation; and

Ability to develop and maintain positive working relationships with management, staff, the public, contractors, utility companies, and public agencies.

Only those candidates who best meet the City and Department's needs will be invited to participate in the testing process, which will consist of the following components:

Panel Interview - Weighted 100% (Tentatively scheduled on December 11, 2025)

Department Interview - (Tentatively scheduled on January 8, 2026)

The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.
