Function:

The City Secretary is an officer and department head of the City, appointed by City Council. The position of City Secretary is a statutory position required by state law. The City Secretary is responsible for overseeing the creation, maintenance, and retention of official City records such as minutes, agendas, ordinances, resolutions, elections, and proclamations. Maintains responsibility for the preparation of City Council meeting agendas and meeting packets; attendance at City Council meetings and recording of minutes; posting of meetings as required by the Texas Open Meetings Act; coordinating the City's compliance with the Public Information Act; serving as the Chief Election Officer for City elections; codification of City ordinances, administering oaths of office to municipal officers; keeping the City Corporate Seal and attesting official documents, and providing continuity for City government by recording its legislative actions, both contemporary and archival, and serving as historian for the City.

Responsibilities and Duties (Essential Functions):

Maintains responsibility for the preparation of City Council meeting agendas and supporting documents; attendance at City Council meetings; recording of minutes; posting of all meetings as required by the Texas Open Meetings Act; maintenance and archiving of City Council agendas, minutes, packets, and associated documents.

Serves as the City's Records Management Officer and oversees the management of the city-wide Records Management Program in accordance with the City's Charter, Texas State Library and Archives Commission requirements, and state and federal laws.

Coordinates compliance with the Texas Public Information Act and the processing of public information requests.

Serves as the Chief Election Officer for all City elections and performs associated duties such as preparing election orders, processing applications for a place on the ballot, ordinances, contracts, public notices, ballots, canvass, and certifications of election; performs the oaths of office; monitors the terms and records of attendance for City Council.

Responsible for drafting, attesting, and certifying official documents such as ordinances, resolutions, election certificates, oats of office, agendas, minutes, proclamations, contracts/agreements, and various others.

Responsible for ensuring City ordinances are codified, supplemented, published, and available to the public.

Researches legislative and legal issues related to City ordinances, resolutions, charter, elections, and local, state and federal laws in conjunction with the City Attorney and Attorney General's offices.

Monitors the terms for boards, committees and commissions, and coordinates the annual appointment process including public notices, receiving applications, verifying municipal officer training requirements are completed, and updating applicable webpages.

Designs and maintains applicable sections of the City's website.

Provides applicable public and legal notices as required regarding meetings, ordinances, elections, etc.

Marginal Functions:

Provides training as needed to City staff on the Public Information Act, Open Meetings Act, elections, and records management.

Administers the Oath of Office for municipal officers.

Responsible for processing proclamation requests from citizens and organizations and for assisting in the preparation of proclamations for Mayor or Council approval.

Responsible for keeping the City corporate seal and attesting to and applying the City seal to documents as required.

Performs all other administrative duties as assigned.

Minimum Training, Education and Experience Required:

Bachelor's degree in public administration from an accredited college or university and a minimum of three years related experience in local government; or a master's degree in public administration and two years related local government experience; or an equivalent combination of education and experience.

Preferred Training, Education and Experience:

Five years related experience and/or training; and a master's degree in Public Administration from a college or university.

Requirements - Certificates/Licensures:

Certification as a Texas Registered Municipal Clerk (or the ability to obtain certification within three years of employment)

Notary Public in the state of Texas (or the ability to obtain within 3 months of employment)

Valid driver's license
