General Description

The Library Systems Manager plans, manages and maintains information technology, networks, computers and information systems for the Library Services Division. Oversees computing resources at all branch libraries. The position works within broad policy and organizational guidelines, independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

The schedule for the full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is primarily located at the Library Services Administration Office in Beverly Hills, Florida.

Essential Functions

Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.

Develops, implements and monitors computing technology-related projects and services for the Library Services Division and its branches.

Monitors, modifies, and maintains library automation systems.

Designs, maintains, and modifies online computer systems, including software, service providers, equipment, upgrades and network configuration.

Oversees application processes for federally funded telecommunications discounts (e-rates).

Manages new and existing technologies, applications and systems to accomplish a variety of tasks, such as documentation, network access and internet service.

Serves as technology consultant for grant writers on Library Services Division projects.

Develops instructional materials, such as user guides, technology plans, and related documentation.

Assists in the identification and clarification of budget requirements for Library Services Division computer systems and telecommunications.

Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.

Maintains asset list and serves as asset custodian.

Performs other duties as required.

Minimum Requirements

Education, Training, and Experience

Associate's degree in Computer Science or related field. Bachelor's Degree in Computer Science Preferred.

Specialized training, background, and excellent knowledge of IT systems and infrastructure.

Five (5) years' progressively responsible experience. Experience in a public library setting preferred.

Skills and Abilities

Must have strong working knowledge in the principles and methods of professional public library service.

Excellent customer service skills are required.

Ability to troubleshoot and problem solve, knowledge of data analytics, excellent organization and leadership skills.

Ability to work after normal business hours (may include evenings and weekends).

Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.

Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.

Strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.) and integrated library systems, as well as a strong familiarity with mobile devices including smartphones and tablets.

Certificates, Licenses, and Registration

Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.

Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:

IS-100.c: Introduction to the Incident Command System (ICS); and

IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment

Requires a combination of sitting, standing, and walking.

The job involves frequent lifting and carrying up to 20 pounds, and occasionally up to 50 pounds.

The job requires frequent bending, kneeling, balancing, and occasional squatting, crawling, twisting, and reaching above shoulders.

The job requires the completion of tasks that involve typing, simple grasping, pushing, pulling, operating foot controls/levers, and driving automotive equipment.

The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities

All employees will be required to work before, during, or after an emergency. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
