General Job Description
This is an upper management position appointed by the Fire Chief, and serving at the discretion of the Fire Chief.
The Assistant to the Fire Chief for Professional Standards & Community Risk Reduction is responsible for overseeing the Internal Affairs of the Horry County Fire Rescue Department. Coordination of subpoenas and other legal actions affecting the department and responsible for developing and implementing the overall community risk reduction/life safety strategies for the Fire and Rescue Department. May work closely with law enforcement agencies, the Horry County Attorney’s office and other community leaders when necessary.
Duties for this Position
Direct the disciplinary process for the department, following policies and guidelines of Horry County.
Represents the Fire Chief at all disciplinary hearings in compliance with Horry County guidelines.
Receive, investigate, and resolve citizen concerns and complaints on reported actions of the department and department personnel.
Coordinate a standard review of all department policies, procedures and processes to ensure they are current with all Horry County policies, procedures and processes and meet all local, state, and federal mandates and requirements
Collect data, inclusive of all aspects of the discipline continuum, to identify trends which will be utilized to update policies, procedures and processes.
Facilitate dialogue with Battalion Chiefs and Assistant Fire Chiefs to define training and development needs of their personnel, in respect to identifying and eliminating issues which lead to employee discipline.
Develop the framework to implement a Community Risk Reduction process for Horry County Fire Rescue
Collect and disseminate all data relative to the Community Risk Reduction efforts.
Oversight of the Fire Investigation Unit and assigned personnel, to provide planning, budget, logistical, and operational support and guidance.
Develop the required policies, procedures, and processes in respect to all facets of the Community Risk Assessment process and the station level delivery of Fire and Life Safety educational initiatives across the community
Develop and manage the fiscal budget for all Community Risk Reduction operational, short-term, and long-term needs
Represent the Fire Chief, and department during meetings, committee assignments and public speaking events on Community Risk Reduction efforts, and other matters involving the department and their activities
Develop and maintain a Community Risk Assessment utilizing a standard model. Coordinate development activities with Operational Personnel, Battalion Chiefs, and Executive Staff
Develop a Risk Reduction Delivery Model utilizing the findings of the Community Risk Assessment.
Utilizing data and trends identified in the Community Risk Assessment process, develop timely and relative fire and life safety initiatives to be delivered to the community
Develop and maintain a framework to integrate the division into Horry County process relative to current and future residential and commercial development, in respect to the effective and efficient delivery of Fire and Emergency Medical Services to the community
Facilitate dialogue with Battalion Chiefs and Assistant Fire Chiefs to identify training and development needs of their personnel, in respect to the development of a Community Risk Assessment, and the delivery of fire and life safety initiatives
Develop a framework to begin the CPSE Accreditation Process for the organization
Additional Information
Ten (10) years working for a Fire/Emergency Medical Service organization;
Fire (5) years serving as a Chief Officer, or experience commensurate with years of service;
Ten (10) years in a supervisory position in a Fire/Emergency Medical Service organization;
Associates Degree; Bachelor’s Degree or Master’s Degree preferred;
Executive Fire Officer Graduate preferred;
Chief Fire Officer Designation preferred:
FEMA Q0841 Introduction to Strategic Community Risk Reduction; or obtain in 12 months;
FEMA Q0843 Introduction to Community Risk Assessment; or obtain in 12 months; Fire and Life Safety Educator certification preferred;
IAAI Fire Investigation Technician Certification preferred;
National Registered Emergency Medical Technician, Advanced Emergency Medical Technician or Paramedic preferred;
Valid South Carolina Driver’s License
