The Community Services Division is seeking a passionate and detail-oriented Community Development Analyst to join our Community & Energy Assistance team. In this role, you will play a vital part in supporting local communities by monitoring delegate agencies to ensure compliance with state and federal requirements, particularly within key programs such as the Home Energy Assistance Program (HEAP) and the Percentage of Income Payment Plan (PIPP).

You'll be responsible for reviewing community grant applications and program activities to ensure alignment with government regulations and federally mandated organizational standards. Your insights will help shape stronger, more effective community programs by recommending improvements following monitoring visits.

What you’ll do:

Monitor local agencies for compliance with state and federal program requirements

Review grant applications and program activities for adherence to regulations

Conduct site visits, assessments, and prepare reports with findings and recommendations

Evaluate financial records, audits, and agency systems; recommend corrective actions

Develop and update program guidelines, grant policies, and compliance procedures

Provide training, workshops, and technical assistance to agency staff and service providers

Facilitate communication and partnerships among agencies, utilities, and stakeholders

Investigate and respond to client complaints and inquiries

Use Salesforce systems for grants management, reporting, and troubleshooting

Compile and analyze program data, financial statistics, and prepare narrative/statistical reports

Travel to work sites, sometimes overnight, to conduct monitoring and training activities

36 months experience in planning, developing and/or implementing community and/or economic development programs. Must be able to provide own transportation.

-Or completion of an undergraduate core program in business administration, public administration, city and regional planning, sociology, social services or political science; 12 months experience in planning, developing and/or implementing community and/or economic development programs.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

-Requires overnight travel and must be able to provide own transportation.
