Purpose of Role
To lead, manage and oversee the protection services operations and optimisation efforts in Tharisa Minerals (TM) by contributing to the development and implementation of strategy, policies, processes and protocols to minimise and mitigate risks related to the security of employees and company assets in alignment with TM’s policies and procedures whilst ensuring compliance with local and international security standards.
Role Context
Operational Management
Provide input to strategic plans of the section by compiling comprehensive operational plans, converting the Department into an enabler of the overall business strategy of the organisation.
Keep abreast of changes in relevant guidelines and other legislation, to make recommendations where policies, processes and/or procedures require amendment.
Develop, enhance and implement policies, processes and Operational procedures that are within the respective Department aimed at the enhancement of service delivery and overall productivity within the Department.
Co-develop and drive the implementation of comprehensive security strategies by creating security plans, risk assessment registers and develop contingency plans in alignment with the organisation’s goals and objective.
Oversee the development of risk assessments by driving the identification of threats and formulate strategies to manage the threats in order to create a safe and secure environment.
Develop and drive the implementation of plans and procedures by setting up effective investigation protocols to deal with organised crime and ensure collection and administration of court admissible evidence for submission.
Drive the recommendation, adoption and application of the Section 252A of the Criminal Procedure Act. To ensure an effective prevention, detection and investigation of crime and ensure all evidence gathered is admissible in court.
Oversee the investigation of priority crimes by establishing effective partnership policing policies and procedures to ensure a reduction of priority crimes and therefore protecting company assets and interests.
Act as the main witness and administrator of all investigation dockets to validate and ensure submission of court admissible evidence in order to obtain prosecution in line with SA criminal law and TM’s policies and regulations.
Lead investigation into security incidents including theft, breaches, safety violations and misconduct by overseeing the gathering of evidence, conducting interviews and collaborating with law enforcement authorities to prosecute offenders.
Develop and manage crime intelligence analysis and reporting procedures to ensure effective and proper investigation of all priority crimes reported.
Financial Management
Analyse all relevant Department data and report on Departmental trends and operating requirements so as to determine funding requirements for the financial year.
Monitor short-term Departmental budgets by scrutinising and aligning spend within the Department, to support and drive effective and efficient functioning within budgetary constraints.
Monitor Departmental expenditure against budget allocations, requesting appropriate reallocation as required, to manage the prevention of unnecessary spend.
Comply with all financial, Supply Chain Management (SCM) and other Tharisa Minerals (TM) regulations and policies by facilitating the right actions, to reduce financial risk in the Department.
Collate and coordinate the sourcing and utilisation of the budget for the department and ensure effective and efficient expenditure to maintain cost control in area of accountability.
People Management
Create and maintain a conducive work environment by appropriately applying Human Resources policies and procedures to ensure optimum performance is realised for the benefit of the Department and, by extension, the organisation.
Lead the team according to TM’s leadership principles and values throughout the entire employee life cycle (performance management, reward etc) to ensure, inter alia, a high-performance culture.
Oversee day-to-day security operations and people management including the deployment and management of security personnel and resources to ensure performance standards are met.
Oversee the supervising of security staff, conduct performance evaluations to identify skills gap and recommend and influence training interventions and programmes to optimise performance and skills development.
Provide leadership and direction to the security team by enabling direct reports to manage the hiring, training, scheduling and evaluating staff performance to maintain a high level of security effectiveness.
Stakeholder Relations
Build and maintain relationships with internal and external stakeholders to ensure information, advice or opinions on relevant matters is made available and/or communicated with all relevant stakeholders, to manage expectations and timelines.
Utilise opportunities presented to enhance the relationship between management, unions and employees, and implement processes to maximise a collaborative working relationship.
Establish and maintain relationships with relevant security organisations, regulatory agencies, law enforcement authorities (SAPS) and community leaders to ensure effective communication in the effort to minimise criminal elements.
Collaborate with internal and external stakeholders to address security concerns, share information and put proactive security and risk mitigation measures in place to foster a safe working environment.
Process and Technology
Oversee the management of the TM technical aspects of the security operations including but not limited to the electronic room, CCTV operations, Digital Security Systems, Drone operations and Biometric systems.
Drive the monitoring and evaluation of existing security systems including surveillance cameras, access control systems (boom gate) and alarm systems to ensure effective utilisation and control protocols.

Keep abreast of industry trends, technologies and best practice in mine protection and security to remain aware of syndicates and mitigate potential security risks.
Lead the development, monitoring and continuous evaluation of new strategies, protocols, tools and technologies and provide recommendations to enhance security operations and minimise risks.
