JOB RESPONSIBILITIES:
As part of the Public Service team, reporting to the GIS Administrator, the GIS Analyst designs, implements, and maintains all facets of City-wide GIS data, including the layers, tables and system interfaces; researches, manages and implements large scale GIS projects; recommends hardware, software, services and applications to be used; provides support to all city departments.
Examples of Duties
ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101:
Designs, builds, and maintains interactive web maps and applications using Esri tools such as Map Viewer, Experience Builder, Instant Apps, and Dashboards, in collaboration with cross-departmental and interagency teams to meet data needs and support strategic and operational goals.
Reviews construction and as-built drawings to update and maintain accurate GIS datasets and responds to records requests from the public, contractors, and City staff by researching and delivering as-built drawings, record plans, and GIS data to support operational and informational needs.
Ensures data quality, governance, and compliance across the GIS organization by maintaining authoritative datasets, coordinating multi-user data editing environments, and properly managing deprecated information.
Develops and automates ETL workflows using Python and ModelBuilder to improve efficiency and maintain consistency when updating data from external or related datasets.
Ability to obtain an FAA Remote Pilot Certificate (Part 107) within one year of hire; operates under FAA Part 107 to pilot Unmanned Aircraft Systems (UAS) for capturing aerial photos and videos and producing 2D and 3D models for mapping and analysis.
Uses GIS equipment such as scanners, printers, digitizers, and global positioning systems (GPS) to support data conversion, mapping, and the ongoing maintenance of the GIS.
Stays current with emerging technologies in GIS, data analytics, and automation technologies through Esri online courses and regular review of ArcGIS product developments to strengthen City data capabilities.
Leverages Esri ArcGIS tools to analyze and visualize spatial data, expanding the City’s GIS capabilities by implementing applications such as Business Analyst, ArcGIS Urban, City Engine, and ArcGIS Solutions.
Provides training and technical guidance to users to build proficiency in data editing, analysis, and GIS best practices.
Maintains licenses and certifications as required, if any.
Demonstrates regular and predictable attendance.
Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Typical Qualifications
QUALIFICATIONS:
Associates degree in GIS or GIS Certificate (ability to obtain within 6 months of hire). Bachelor's degree from an accredited four-year college or university in GIS, Geography or a related field; or Associate's degree or equivalent from an accredited two-year college or technical school and some progressively responsible related experience; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position. Ability to obtain an FAA Remote Pilot Certificate (Part 107) within one year of hire.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Valid State of Ohio Driver’s License and the ability to maintain insurability under the City’s vehicle insurance policy.
