PHYSICAL OFFICE LOCATION: PEC Haley Road Offices - 302 Haley Road, Johnson City, TX 78636

$132,659.20 Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits

*Qualifications may warrant greater starting base pay within the full pay range. Individual base pay is determined by experience, job-related skills, and relevant education or training.

Position Summary

This position is responsible for managing the maintenance of all substation and transmission facilities, equipment, and ensuring the integrity and reliability of substation and transmission grids.

Essential Duties & Responsibilities

Manage the transmission and substation distribution switching schedules

Manage the transmission and distribution annual equipment maintenance schedules for substation power transformers, 25-138KV breakers, battery banks, transmission line patrols, and other critical assets within substations and transmission grid

Administer the substation and transmission line maintenance asset management database

Submit transmission class substation equipment and transmission line outage requests to PEC TCC

Manage the process of commissioning and energization of new substations, substation equipment, and transmission lines

Coordinate maintenance crew availability for substation and transmission equipment testing and commissioning

Coordinate the installation of mobile substations and de-energization of existing substations and transmission lines for new construction and maintenance on equipment

Forecast future maintenance needs of all substation power transformers, 25-138KV breakers, regulators, 125VDC battery banks according to the PEC Substation Maintenance Manual and NERC requirements

Collaborate with AMI Metering, DOC, District Operations, and Member Services regarding load changes and switching at substations affecting metering and load feeds

Schedule external and internal technical training

Train and mentor employees in all areas of substation maintenance, testing, and commissioning tasks

Evaluate and interpret protection relay test reports, transformer Doble test reports, Speed Tests on breakers and circuit switchers, Mechanical and Electrical Inspection reports on power transformers and 69/138KV breakers, Motion Analysis reports on 69/138KV breakers, SF6 Gas Purity tests, Battery Bank Cell Analysis, Infrared Surveys of equipment, Partial Discharge test reports and Dissolved Gas and Fluid Quality Analysis Reports

Collaborate with DOC, TCC and/or LCRA SOCC to resolve power outages, equipment alarms, remote operation issues, switching order cards, and switching procedures

Provide oversight, outage coordination, and status on all CIP and maintenance projects to Engineering and District Operations teams

Ensure NERC compliance requirements for the testing of substation and transmission equipment and records retention are met.

Plan and prepare for TRE audits of the PEC substation and transmission equipment maintenance records

Manage the annual crew call out and partner rotation schedules

Resolve member complaints and answer members’ questions regarding department management policies and procedures

Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems

Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes

Implement corporate and departmental policies, procedures and service standards in conjunction with management

Discuss job performance problems with employees to identify causes and issues and work to resolve problems

Teach and instruct employees in job duties and company policies or arrange for training to be provided

Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action

Interpret and communicate work procedures and company policies to staff

Develop and review operating procedures

Develop and manage department budget

Establish work priorities and activities

Recommend promotions, transfers, hires and other disciplinary action

Establish metrics and prepare monthly reports

Coordinate activities with other departments

Operate PEC vehicle(s) for business purposes in accordance with applicable Federal, State, local law and PEC policies and procedures

Maintain driver eligibility through appropriate valid Texas Driver’s License and driving record in accordance with PEC policy

Maintain the security of confidential information

Stay abreast of advances in technology

Demonstrate regular and prompt attendance

Performs other related duties as necessary or assigned

Knowledge, Skills & Abilities

Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting

Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information

Knowledge of principles and processes for providing customer service

Knowledge and experience with high voltage equipment

Minimum Qualifications - (Education, Experience)

Bachelor’s Degree in related field

Directly related experience may substitute for education

Seven years of directly related work experience (Utility Substation Operations and Maintenance), including five years of leadership experience

Valid Texas Driver’s License and Motor Vehicle Report that comply with PEC policy

Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period

This position may be required to work more than 40 hours per week
