Position Overview

The Senior Civil Engineer/Project Manager will lead private development projects from entitlement and permitting through design and delivery. This is a seat with visibility to clients, municipalities, and internal teams. The individual will balance technical design with regulatory navigation, represent in public forums, and mentor staff in their Monroe, CT office.

This role requires both technical depth and business acumen; ensuring quality deliverables, protecting project profitability, and building trust with clients and regulators.

Must-Have Qualifications

Education: Bachelor’s degree in Civil Engineering required; PE license strongly preferred.

Experience: 7+ years of civil/site development across private development, commercial, multifamily, industrial, or mixed-use projects.

Technical Expertise: Proficiency in AutoCAD Civil 3D, including grading, stormwater management, utilities, septic, and erosion control design.

Regulatory Knowledge: In-depth understanding of entitlement and permitting processes in Connecticut and the New England area.

Project Management: Demonstrated experience developing proposals, managing budgets, and overseeing client billing.

Public Representation: Skilled at presenting projects and engaging with municipal and public boards.

Must be comfortable and able to work from the Monore, CT office.

Represent clients before municipal boards and regulatory agencies.

Prepare and review design plans, stormwater reports, and permit applications.

Serve as a trusted advisor to clients, balancing compliance, constructability, and project goals.

Performance Milestones

30 Days: Learn Solli’s systems and standards, review active projects, and build relationships with the Monroe, CT team.

60 Days: Take ownership of assigned projects, manage client communications, and assist with proposals and hearings.

90 Days: Lead projects independently, mentor junior team members, and establish municipal and regulatory relationships.

12 Months: Deliver profitable, high-quality projects while contributing to team development and office growth.
