POSITION PURPOSE:

The Transportation Scheduler II reports to the Manager of Scheduling Services on all issues that pertain to fixed-route planning and scheduling. This position tabulates, gathers, and analyzes operational data necessary to evaluate service delivery, including schedule efficiency and service equity. In coordination with many facets of the agency, the Transportation Scheduler II ensures implementation of sustainable and innovative transportation solutions to meet the needs of the Hillsborough County. This position may require nonstandard working hours.

ESSENTIAL JOB FUNCTIONS:

Develops and modifies schedules for fixed route bus and streetcar service. Prepares, supports and conducts various Service Implementation and scheduling related presentations, to include safety, on-time performance (OTP), and markup coordination meetings. Coordinates fleet utilization and needs based on service levels with the Maintenance department.

Manages route concept, design, and implementation, including bus stop placement, route tracing, and scheduled timepoints. Use collected data to analyze OTP, run-time analysis, and schedules for fixed bus services. Coordinates operational and safety review of current and proposed routes as directed by the Manager of Scheduling Services. Coordinates aspects of fixed route system with paratransit scheduling to ensure complimentary ADA coverage. Assists in providing budgetary cost summary data for each route and service change.

Manages all aspects of bus and streetcar operator work assignments, including vehicle blocking, run cutting, rostering, and operator bidding for rosters or extraboard assignments. Manages roster and extraboard and related documentation, including seniority list according to bargaining agreements. Coordinates with Human Resources and Training on operator staffing requirements based on service levels.

Coordinates Google Transit Feed Specification data with Information Technology for deployment of data into Google, Transit App, Swiftly, UTA APC, and any other related data source needs as directed by the Manager of Scheduling Services.

Coordinates marketing and outreach efforts to ensure community awareness of service changes or additional services provided to include direct participation with community groups outside of HART offices and after standard office hours. Evaluates and answer service-related questions, comments, and feedback from customers.

Coordinates with internal stakeholders including operations management and the union. Conducts listening sessions with operators.

Provides source data to Graphics for the development and modification of public timetables, reviews timetables and other passenger information materials for accuracy.

Conducts training for various departments, including operations, related to Service Implementation activities.

Serves from time to time as project team member on a variety of subject matter expertise organizational projects as assigned by the Manager of Scheduling Services. These assignments will implement broad strategic and organizational agency goals.

MARGINAL FUNCTIONS:

Performs other work-related duties as assigned.

REQUIREMENTS:

Education and Experience:

Bachelor's Degree and three (3) years of related experience, including two (2) years of experience with transit or transportation scheduling. Additional experience may substitute for education on a year-to-year basis.

Preferred: Four (4) years of related experience.

Experience with analytical data entry, Trapeze Software (FX, Blockbuster, Reports, and Ops), Microsoft Office Suite, and OrbCAD

Machines, Tools, & Equipment Used:

Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or scheduling purposes.

Licenses/Certifications:

Must be able to obtain a valid Florida Driver's License within 10 days of hire.

QUALIFICATIONS:

Knowledge, Skills and Abilities:

Transportation including public transit and experience in the planning/scheduling thereof.

Principles, practices, and procedures of route development and transit scheduling.

Relevant bargaining agreements and organizational policies and procedures which govern and impact rostering, run cutting, and the assembly of work assignments and route schedules.

Geographic area of City and County, as well as HART schedules and routes.

Computer software systems, specifically related to rostering and run-cutting.

Rules, regulations, procedures and functions of the Authority.

Standard office practices, procedures and equipment.

Trapeze FX, Trapeze Ops, and Trapeze Blockbuster.

ESRI ARC-GIS software.

Ability to organize work around broad organizational goals and processes, while overseen by a supervisor through regular meetings.

Physical Demands/Work Environment:

Work is performed in a standard office environment. Incumbent may be exposed to a variety of personalities internally and externally.

Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
