COMMISSIONER OF REVENUE

DEPUTY II

GENERAL DEFINITION OF WORK:

Performs intermediate skilled clerical work assisting in the operation of the Office of the Commissioner of the Revenue; does related work as required. Work is performed under regular supervision. Limited supervision may be exercised over subordinate personnel.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Processing personal property tax forms; assisting with the assessment of real property; assisting with personal property; business license, food and beverage and transient taxes; maintaining records and files; preparing reports; document scanning and assisting the public.

Answers telephone; responds to questions or directs callers to appropriate party.

Site visits to properties to assess improvements based on building permits and for personal property discovery.

Performs the duties of a Deputy Commissioner of the Revenue I and assists Supervisor of the RE Department.

Maintains real estate; land use; sanitary district files; assists taxpayers with questions concerning tax relief and land use programs, assesses land use values; calculates rollback taxes.

Assists assessor with assessments and research, building permits and new constructions; works closely with reassessment team to provide documents to perform an accurate reassessment; makes appointments and sends out required data for Board of Equalization hearings, works with Circuit Court on documents pertaining to real property.

Prepares various surveys and reports for Department of Taxation including the ratio study which determines the percentage of assessment for public service and school state funding, VAAO, Weldon Cooper-VA Local Tax Rate, and other requests such as sanitary district and reports for taxpayers.

Prepares business property, mobile homes, airplane forms for dated mailing; tax relief and land use mailings; prorates and/ or exonerates based on changes for personal property and real estate bills; creates new bills for personal property and real estate supplemental assessments. Works with Town of Front Royal on proration and supplements for two accounts.

Audits business personal property accounts, Tax relief for the Elderly and Disabled, Land Use Applications and reviews and compares data on State website as it relates.

Assists taxpayers for qualifying in the high mileage discount; reviews Town decal applications and enters data into the system; assesses recreational vehicles, vehicles, trucks, motorcycles, business equipment and machinery and tools and enters data into the system.

Electronic scanning of documents for storage, works with FOIA officer requests and State Library of Virginia for document disposal according to State guidelines.

Processes personal property and real estate tax forms, performs basic calculations for proration of personal property and real estate assessments.

Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

General knowledge of laws and administration of policies governing real and personal property; thorough knowledge of modern office practices and of standard office and accounting equipment; ability to prepare and maintain detailed financial records and reports; ability to make arithmetical calculations quickly and accurately; ability to operate standard office and computer equipment; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with County Officials, associates and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and some experience in real estate field or personal property.

PHYSICAL REQUIREMENTS:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
