What You'll Do:
The MBAC Program Manager leads the statewide administration of the Minority Business Assistance Center (MBAC) Program, overseeing daily operations, partner performance, and strategic alignment with the Department of Development's mission. Serves as the primary liaison for MBAC staff, providing technical support, training, and resources to ensure consistent, high-quality service delivery. Utilizes data-driven insights to monitor performance, inform improvements, and support reporting to leadership and federal partners. Collaborates across divisions to enhance integrated service delivery and promote equitable outcomes statewide.
Some of the Job Duties:
Program Oversight & Network Management - Leads statewide administration and manages the day-to-day operations of the MBAC Program, ensuring host organizations meet performance goals, deliver equitable services, and align with the Department of Development's mission of empowering communities to succeed.
Partner Engagement & Technical Support - Serves as the primary point of contact for MBAC staff, providing guidance, resolving challenges, and offering technical assistance to enhance program delivery and impact.
Training, Capacity Building & Best Practices - Design and deliver tools, resources, and training to strengthen MBAC capabilities, standardize service models, and ensure statewide consistency promoting collaboration and aligning services across the network of MBACs.
Performance Monitoring & Data-Driven Strategy - Tracks program metrics, evaluates outcomes, and uses insights to inform improvements and report results to division leadership and federal program administrators. Responds to requests for technical support or data, ensuring partners and leadership have access to relevant and timely program information.
Cross-Division Collaboration & Strategic Alignment - Participates in cross-office meetings and training to stay updated on program changes and ensure alignment with division goals and initiatives. Supports integrated service delivery by collaborating with the offices of Policy & Administration, Supplier Development, Financial Programs & Incentives and Certifications team when needed. Qualifications
Bachelor's degree in Business Administration, Public Administration, or a related field; or an equivalent combination of education and relevant experience
Experience managing or overseeing state and/or federal grant programs
Experience working with minority-owned, women-owned, or disadvantaged business enterprises (MBE/WBE/DBE)
Experience preparing or managing Requests for Proposals (RFPs)
Experience conducting fiscal or programmatic audits
Experience managing program budgets, including forecasting, preparation, and expenditure tracking
Knowledge of economic and community development strategies and funding mechanisms
Demonstrated ability to build partnerships across government, business, and nonprofit sectors
Experience supervising or coordinating multi-site or regional programs
Strong working knowledge of Microsoft Excel for financial analysis and reporting
Salesforce experience
Requires occasional travel; must be able to provide own transportation and possess a valid driver's license to operate a State vehicle
