JOB SUMMARY:

Under direction, installs, configures, administers and tests LAN and WAN technologies, data communications, network server equipment, network security, Internet and Intranet access, switches, routers, firewalls and PCs. Manages assigned network projects, including cabling additions, server upgrades, data communications expansion and software upgrades. Oversees and administers network infrastructure, network operations, performance, traffic, bandwidth, security and backup safeguards.

Maintains network hardware, software, operating systems/services, switches, computer systems; performs related work as required. Work involves regular contact with other divisions, departments, residents, vendors and the public.

ESSENTIAL FUNCTIONS:

Exhibits a high-level of initiative, is a self-starter, shows a positive attitude, is able to learn on the job and can provide superior customer service to other staff members and customers.

Investigates, plans and implements local and wide area networks, systems and data communications security, networked applications, server equipment, client workstation management, systems policies and technical standards.

Installs, configures, maintains and administers corporate networks including network topologies, server configurations, operating systems, hardware, software, data communications, utilities and network security.

Creates metrics and performs recurring analysis of application and system logs, compares to baselines, and enacts approved system configuration changes in response to issues identified or reports variances to upper management.

Continually tests and upgrades new network applications including operating systems, network management software, backup systems, Internet access, email, network security and fault tolerance mechanisms.

Participates in the analysis and selection of network applications, hardware, strategic network planning and special studies to enhance network performance. Stays informed of new and emerging standards and practices. Analyzes current and new network hardware and software products for efficient functioning of the network and all running applications and services.

Prepares and maintains network documentation and standards for network hardware and software, workstation, laptop, tablet, phone configurations.

Oversees managed services providers and contractors for various IT systems by calling support and requesting service, helping identify issues, and assisting problem resolution stapes.

Performs minor network infrastructure repairs, moves, and changes, to include terminating network cabling, installing equipment in racks, and customizing patch cables to standard.

Assists with physical design requirements, network topology and communication protocol selection. Evaluates requirement parameters in the following areas: Wireless Access Points (WAPs), bridges, switches and network management systems.

Administers, analyzes, and troubleshoots physical networks including: inter/intra network communication and physical connections, logical connections, communications software, network configuration and protocols, physical media and network performance.

Provide backup coverage for other MIS staff members including running back up processes, covering the help desk, performing personal computer maintenance and support, and assigning requests for service to appropriate MIS personnel.

Drives a personal vehicle to meetings, workshops and other job related responsibilities.

Regular attendance required. All duties performed on-site for the Community.

NON-ESSENTIAL FUNCTIONS:

Evaluation of work is achieved through periodic review sessions, completed written and oral reports in assigned projects.

EQUIPMENT OPERATED:

Vehicle, network servers, switches, PCs, laptops, tablets, smartphones, cabling, printers, telephones, fax machines, copiers, document-imaging scanners, network communication equipment, network analyzers and test hardware and software.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is in a climate-controlled noisy computer room, indoor office and normal outdoor elements.

DESIRABLE QUALIFICATIONS:

Graduation from an accredited technical school, college, or university with an Associate's Degree or higher, preferably in computer science or information technology, or equivalent work experience. 2-3 years' experience in network infrastructure, server architectures, operating systems, security, voice communications (VoIP), IP communication protocols and administration, which produces the following:

Knowledge of the occupational hazards and safety precautions of the job.

Extensive knowledge of Microsoft desktop and server operating systems, Microsoft Office Suite, Cisco switching and routing, and advanced troubleshooting techniques.

Knowledge of network hardware (specifically Cisco equipment,) software and communications including, routers, switches, Ethernet, network management, LAN/WAN protocols, TCP/IP, FTP, HTML and VoIP in a heterogeneous environment such as Microsoft Windows Server, client/server distributed processing and hybrid Cloud Services environment (IaaS).

Ability to develop detailed plans, specifications and technical strategies.

Ability to manage technical projects.

Ability to define and analyze extremely complex problems, develop solutions and make recommendations.

Ability to communicate well both in writing and verbally with both technical and non-technical staff members and customers.

Ability to use creative and imaginative problem solving techniques.

Ability to work methodically and precisely.

Ability to establish and maintain effective working relationships with others.

Preferred certification as Cisco Certified Network Associate (CCNA), Security+, or Network+

SPECIAL REQUIREMENT:

Possession of a valid California Driver's License.

PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee is frequently required to talk, hear and use hands to finger, grasp, feel, reach, lift and carry up to 20 lbs. The employee is occasionally required to kneel, pull, push, stoop, and lift and carry up to 50 lbs. or more with another team member assisting.

MENTAL REQUIREMENTS:

While performing the duties of this job the employee reads, solves problems, reasons, performs confidential and detailed work, uses his verbal and written communication skills, and performs multiple concurrent tasks with constant interruptions, in a sometimes loud and distracting environment.
