General Statement of Duties: Under the direct supervision of the Assistant City Engineer and the general supervision of the City Engineer, is responsible for assisting with the administration of the City's Stormwater Management programs, managing the City's Sidewalk Assessment program, and inspection of infrastructure construction projects throughout the City.
The Engineering Technician II classification differs from the Engineering Technician I in that the former requires complete knowledge and comprehension of tasks and assignments, is given increased responsibility and latitude of judgement, and has developed broad skills that are useful to the development of projects.
Essential Duties and Responsibilities: * Survey, GIS, and Drafting * Assist and perform field survey work which includes operating typical survey tools and equipment such as laser level, total station, GPS, and other field measuring instruments.
* Prepare and edits CAD drawings.
* Preparing or translating collected survey data for its intended use and creating CAD surface models from survey data.
* View, interpret, and organize GIS data layers.
Manipulate and edit ArcGIS data.
* Set construction staking.
* Construction Administration * Observe and document daily construction activities on City projects.
* Communicate with City contractors in the field and relay questions and concerns to the City Engineer.
* Storm Water Management Technician Duties * Review plans and permits for compliance with standard storm water best management practices.
* Visit construction sites, inspect, and document compliance with the City's storm water management standards.
* Prepare storm water violation reports.
* Educate the public and answer questions regarding proper storm water management practices.
* Perform storm water quality monitoring, dry-weather screening, and documentation.
* Document storm and runoff events.
* Updates the Brookings Storm Water Management Program including annual reporting requirements.
* Sidewalk Inspection and Replacement Program Management * Perform annual field inspection of defective sidewalks.
Provide direction to intern to assist with the inspection process.
* Document sidewalk defects and prepare notification letters to the owners.
* Prepare maps, figures, and quantities for sidewalk replacement areas.
* Assists with the development of bid plans and specifications for annual construction project.
* Observe and document sidewalk repair activities.
* Prepare final close-out documents for sidewalk repair work.
* Other Office and Field Duties * Assist with the development of construction, operations, and maintenance budgets for storm water and construction projects and programs, including drainage fee calculations.
* Interpret and relay City policies, standards, and regulations tactfully to the public and assist with questions relating to storm drainage, construction projects, and other technical issues.
* Direct office visitors and phone calls to the appropriate source when necessary.
* Provide direction to engineering intern employees.
* Assist in preparing plans, specifications, and bid documents for City infrastructure projects.
* Calculate and update annual City infrastructure assets and inventory database.
* Perform basic traffic counting studies.
* Keep informed on the latest standards, technologies, techniques, and trends in municipal storm water and construction industry through continuing education and research.
* This position requires regular, reliable and punctual attendance.
Employee must also be available to monitor and respond to emergencies which may occur outside of normal working hours.
Marginal Duties and Responsibilities * May periodically assist at the Brookings Regional Airport with weekend on-call duties including inspection of airport runways and grounds for security and safety and assist with snow removal operations.
* Assist other staff and city departments as needed.
* Attend training and seminars as deemed necessary.
* Perform duties in a manner consistent with safe practices and policies.
* Perform other such duties as assigned and/or deemed necessary.

Education and/or Experience * Associates degree in Construction Management, Civil Engineering Technology or similar degree required (emphasis on construction and storm water preferred but not required). Two (2) years of progressively responsible experience in construction, codes, surveying, CAD, and inspection.
A combination of education, training and experience may be considered in lieu of degree requirement.
* General knowledge of construction and engineering principles, practices, techniques, codes, tools and equipment used in technical engineering work in office and field, including AutoCAD, Civil 3D, ArcGIS, surveying and inspection work desired.
Skills and Abilities * Basic knowledge and competence in AutoCAD drafting software.
* Demonstrate excellent customer service skills in person, over the phone and in writing.
* Considerable ability to read, prepare, organize and maintain engineering field and office data, detailed records and reports.
* Ability to use computers, calculators, and light maintenance equipment.
Computer skills shall include: the ability to use Microsoft Excel to build basic spreadsheets with formulas; ability to use Microsoft Word to compose letters; and proficiency in Microsoft Windows.
* Ability to perform general surveying duties such as construction leveling, topographic surveying, and staking.
* Ability to safely operate motor vehicle.
* Ability to work alone and establish and maintain effective working relationships with others including the public, contractors, co-workers, etc.
* Ability to read, prepare, organize and maintain engineering field and office data, detailed records and reports.
* Ability to work in all types of weather conditions and have the ability to work occasional odd hours, holidays or weekends.
* Must have ability to be tactful and handle questions or concerns appropriately.
* Must be safety conscious at all times.
Language Skills * Considerable ability to effectively, in English, communicate complex technical information, orally and in writing, to contractors, developers, property owners and the general public.
* Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations, ordinances, codes, construction plans and specifications.
* Assists in writing reports, business correspondence, specifications and procedure manuals.
* Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.
Mathematical Skills * Ability to apply basic mathematical concepts, geometry, and calculate figures and amounts such as interest, proportions, percentages, and area.
Reasoning Ability * Ability to assess site specific conditions and apply requirements of codes, ordinances and engineering standards to those conditions.
* Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Examination, Testing, and Certification * Valid South Dakota Drivers License with acceptable driving record.
* Other such examination as deemed appropriate and necessary by the City of Brookings.
