Description of WorkThe Lead Child Welfare BI Analyst manages, models, analyzes, and reports data. Individuals in this role lead efforts to design and build dashboards and evaluate Child Welfare programs in support of the Child Welfare Section within the Division of Social Services. Other core functions include:

· Collecting, analyzing, structuring, and presenting fiscal and program performance information related to Child Welfare evaluation activities.

· Providing analytical support as needed to DHHS and DSS leaders and staff to ensure understanding of the data, evaluations, and reports produced.

· Serves as the liaison between HSBIA and data architects and developers within the Information Technology Division to ensure that the structure of upstream data sources is sufficient to meet dashboarding and analytics goals of the Division.

· The Lead Child Welfare BI Analyst is the business owner for the fact and dimension tables (data marts) used for reporting, analysis, and automated dashboard development. The data managed by this position is used by a wide range of audiences, including federal partners, the North Carolina General Assembly, local DSS agencies, DHHS leadership, and other stakeholders.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $64,621 - $113,088

Recruitment Range: $64,621 - $67,000

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

Experience with data analysis, data modeling, data visualization, and/or data mining to design or direct the development of data gathering instruments/tools, and to assess the validity of the information obtained from these instruments.

Experience with Human Services program data and how it’s used to support and improve programmatic outcomes.

Demonstrated experience with managing client data requests, addressing problem areas and resolving issues.

Experience using computer assisted statistical and business intelligence programs, e.g., SAS, Business Objects, PowerBI, PowerPivot, Tableau, SQL Developer and/or others.

This position is funded in part through federal funds.
