Job Summary:
The Grant Consultant Principle - Davis-Bacon Act Federal Labor Compliance Lead will serve as client’s subject matter expert and primary coordinator for all aspects of compliance with the Davis-Bacon Act (DBA) across projects funded by federal grants and loans. This role ensures that client and its contractors fully comply with all prevailing wage and certified payroll requirements set forth by the U.S. Department of Energy (DOE), the U.S. Department of Labor (DOL), and other federal agencies.
The successful candidate will work cross-functionally with client’s Grants, Procurement, and Compliance teams, as well as with external contractors and compliance system providers, to maintain complete and accurate labor compliance documentation. This position is key to safeguarding client’s eligibility for federal funding and ensuring timely and accurate reporting of all DBA-related activities.
Key Responsibilities:
Compliance Oversight
• Lead all aspects of client’s compliance with the Davis-Bacon Act for federally funded projects under both grants and federal loan programs.
• Obtain and track all required variances and variance extensions to ensure client’s continued compliance with DBA timelines and requirements.
• Coordinate directly with DOE and DOL representatives as needed to resolve compliance or variance-related matters.
• Monitor federal and state regulations related to DBA and prevailing wage, stay current on changes and requirements, and update company policies and processes to ensure company compliance.
Contract & Procurement Coordination
• Partner with client’s Grant Compliance Team Member to ensure all contractor agreements for craft labor services include the required DBA flowdown provisions and contract amendments.
• Provide guidance and support during contract drafting and negotiation to confirm all prevailing wage and certified payroll obligations are incorporated.
Certified Payroll Management
• Ensure all contractors supporting grant-funded projects submit accurate and timely certified weekly payroll data through LCPTracker.
• Serve as client’s primary liaison with LCPTracker administrators and contractor users to resolve data issues, errors, or deficiencies.
• For federal loan-funded projects, lead the selection and implementation of client’s DBA management system, ensuring it supports seamless certified payroll submission, error resolution, and reporting.
• Ensure all contractors supporting loan-funded projects submit accurate and timely certified weekly payroll data through a to be selected DBA management software tool.
• Review all submissions for accuracy, completeness, and timeliness, coordinating corrections as needed.
Internal Craft Workforce Compliance
• Coordinate the collection and submission of biweekly certified payroll and prevailing wage documentation for client’s internal craft employees working on federally funded projects.
• Ensure all submissions are made in accordance with federal requirements and are error-free.
Manage communications to confirm that each client craft employee—and relevant collective bargaining units—are notified of the approved biweekly pay variance granted by federal agencies.
Variance & Reporting Management
• Track and manage all DBA variance requirement and ensuring timely execution and renewal where necessary.
• Maintain proactive communication with DOE and DOL to meet compliance expectations and deadlines.
• Prepare and deliver periodic compliance summaries and reports for internal leadership and federal stakeholders.
Qualifications:
Required: Bachelor’s degree in Business, Construction Management, Human Resources, Labor Relations, Political Science, Finance, Accounting or related field; equivalent experience may be considered.
• 7+ years of experience in federal labor compliance, contract management, or grant administration.
• Working knowledge of the Davis-Bacon Act, prevailing wage laws, and federal procurement processes.
• Strong attention to detail with proven ability to interpret and apply complex federal labor standards.
• Excellent communication and relationship-building skills with internal teams and external partners.
• Proficiency with LCPTracker or similar certified payroll management systems.
Preferred:
• Experience supporting DOE or other federal infrastructure grants or loans.
• Familiarity with unionized craft labor environments.
• Demonstrated success implementing new compliance management systems or tools.
