Reports To: Company Management / Executive Vice President
Location: Primary: Onshore Project Office (Qatar). Significant travel to fabrication yards and offshore required.
Project Rotation: with complete project lifecycle.
Project Type: EPC Offshore Oil & Gas (Engineering, Procurement, Construction, Installation, Hook-Up, and Commissioning)
Objective of the Role:
To provide overall strategic leadership, direction, and management for the entire EPC project, ensuring it is delivered safely, on time, within budget, and to the highest quality and performance standards. The Project Director is the ultimate company representative and is fully accountable for the project's success and profitability.
Key Responsibilities & Duties:
Overall Leadership & Strategy:
Hold full P&L (Profit & Loss) responsibility for the project.
Define the project execution strategy and establish the overall objectives, critical success factors, and key performance indicators (KPIs) for the project team.
Serve as the primary point of contact and build a strong, professional relationship with the client's senior management, ensuring alignment and managing expectations.
Project Execution & Delivery:
Provide ultimate oversight for all project phases: Engineering, Procurement, Construction, Installation, and Commissioning (EPCIC).
Ensure the project is executed in strict accordance with the contract, project specifications, applicable codes, standards, and Qatari regulations.
Monitor and control project progress, schedule, cost, quality, and risk, making decisive interventions when necessary.
Commercial & Financial Management:
Approve the project budget and authorize major expenditures.
Manage the project's financial performance, including cash flow, cost control, and variance analysis.
Lead the review and negotiation of major contracts and change orders (variation orders) with clients, partners, and major subcontractors.
HSE & Quality Leadership:
Champion a project-wide culture of "Zero Harm," providing unwavering leadership for Health, Safety, and Environment (HSE). He/she is ultimately responsible for the safety of all personnel.
Ensure the project maintains the highest standards of quality and integrity, as defined in the Project Quality Plan.
Risk & Opportunity Management:
Lead the identification, assessment, and mitigation of all major project risks (commercial, technical, execution, political).
Identify and capitalize on opportunities to improve project value and profitability.
Team Management & Governance:
Lead, mentor, and motivate the entire project team, including all direct reports (Project Managers, Engineering Manager, Construction Manager, HSE Manager, etc.).
Establish a clear project organization structure and governance framework.
Chair key project review meetings and provide regular, comprehensive reports to company management and the client.
Stakeholder Management:
Manage relationships with all key stakeholders, including the client, joint venture partners, government authorities, major vendors, and subcontractors.
Qualifications & Experience:
Mandatory:
Education: Bachelors degree in Engineering (Mechanical, Petroleum, Electrical, or related field). A Masters degree in Business Administration (MBA) or Project Management is highly desirable.
Experience: Minimum 20+ years of experience in the oil and gas industry, with at least 12-15 years in a senior leadership role (Project Director or Senior Project Manager).
Project Experience: Must have a proven track record of successfully directing and delivering at least two multi-million/billion-dollar EPC offshore projects (e.g., platforms, FPSOs, subsea systems, pipelines) from conception to final handover.
Regional Experience: Extensive experience working in the Middle East.
Proven experience managing projects with complex stakeholder structures, including Joint Ventures (JVs).

Certifications & Requirements:
Valid BOSEIT and OGUK Medical are required for offshore visits.
Project Management Professional (PMP) or equivalent certification is highly desirable.
