Description
Manages the design, review, approval, and construction of engineering projects involving building mechanical systems. Provides project designs and reviews the designs of in-house and consultant engineers. Performs other duties as assigned.
Responsibilities
EXAMPLES OF DUTIES:
Manages engineering projects involving building mechanical systems including heating, ventilating, air-conditioning, refrigeration (HVAC-R), plumbing, and fire protection equipment. Analyzes complex designs for building mechanical systems. Resolves design problems.
Reviews, comments upon, and approves engineering designs of in-house and consultant engineers. Reviews drawings, specifications, and calculations to ensure compliance with design standards and intent. Interprets codes, regulations, and requirements.
Analyzes complex building mechanical system issues. Recommends a course of action based on the analysis. Prepares and presents detailed studies and reports. Works with engineers, architects, maintenance staff, and others to investigate and resolve mechanical system problems.
Prepares and reviews cost estimates, specifications, and other construction documents. Coordinates the review and approval of projects with the State of Maryland and other outside agencies. Prepares correspondence relating to projects.
Operates computers and software used in the management of projects in various stages of design and construction.
Participates in and conducts meetings with consultants, school administrators, the public, and others.
Coordinates project schedules. Inspects and supervises the inspection of project construction. Ensures the project’s technical integrity and compliance to code requirements. Investigates, analyzes, and resolves construction issues.
Processes project change orders. Coordinates with contractors and field personnel to implement changes. Reviews project expenditures. Reviews requisitions and bills. Reviews account funding.
Performs other duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Possession of a bachelor’s degree, preferably in mechanical or electrical engineering. Eight years’ experience in the design of mechanical systems for buildings, at least five years of which included project management work involving building systems. Experience with public K-12 and/or large Capital projects is preferred.
Licenses and Certificates:
Registration as a Professional Engineer in the State of Maryland is preferred.

Thorough knowledge of the principles and practices of engineering. Thorough knowledge of the design of mechanical systems for buildings. Thorough knowledge of the principles and practices of project management. Knowledge of computers and software used in engineering design, drafting, computer modeling, and project management.
Skill in the design of mechanical systems for buildings. Skill in managing the design and construction of engineering projects. Skill in leading employees engaged in engineering design, drafting, and construction inspection. Skill in the preparation of reports, correspondence, and other documents. Skill in preparing detailed analysis of engineering projects, proposals, and building mechanical systems. Skill in the review of designs. Skill in solving engineering problems. Skill in conducting field investigations and inspections. Skill in communicating effectively with consultants, school administrators, the public, and others.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary with occasional walking, standing, and other limited physical activities. Duties require travel to sites throughout Baltimore County and movement through project sites, buildings, and areas under construction.
CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.
FLSA: Exempt
RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.

Pre-Employment Requirements:
All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
