PRIMARY FUNCTIONS

This is a supervisory and analytical position within the Crime Analysis Unit, responsible for overseeing crime data analysis activities and guiding the strategic application of crime intelligence to support department operations. The incumbent will lead a team of analysts and staff in applying advanced GIS, statistical methods, and investigative tools to assess criminal patterns and inform law enforcement strategies.

This role emphasizes leadership in policy development, quality control, workflow management, and cross-functional coordination, with a strong focus on data integrity, operational readiness of analytical systems, and departmental reporting needs. Work is performed with a high degree of independence under the direction of the Chief of Police or designee and is evaluated through the outcomes of team performance, operational improvements, and stakeholder feedback.

Reports to Chief of Police and/or Assistant Chief of Police or designee. Supervises Crime Analysts, clerical staff, interns as assigned.

TYPICAL DUTIES AND RESPONSIBILITIES

Oversees and evaluates the work performance of Crime Analysts, clerical staff, and interns, provides coaching, mentoring, and constructive feedback.

Trains department personnel in crime analysis techniques, data systems, filing protocols, and department-specific programming.

May assist in onboarding and development of personnel assigned to crime analysis, to ensure adequate training.

Develops and implements office policies, workflow patterns, and process improvements to enhance efficiency and accuracy.

Establishes and enforces standards for data integrity, documentation practices, and compliance with departmental, state, and federal guidelines.

Monitors technology systems and software to ensure operational readiness; troubleshoots issues and collaborates on resolution paths with internal support teams.

Develops, uses, and maintains datasets in support of crime analysis and reporting; audits and maintains quality control of crime analysis data through accurate data documentation.

Extracts, organizes, and analyzes police data (CAD, RMS, and other sources) to identify and monitor crime trends, series, hotspots, and patterns.

Conducts association and link analysis to develop intelligence on individuals, groups, and their inter/intra-relationships using investigative software and databases.

Prepares basic crime-related and other maps utilizing geographic information systems (GIS).

Provides analytical support to investigations of criminal activity, including link charting, phone toll analysis, flow/event charting, and NIBIN link reviews.

Assists in the identification of suspects and case clearance by identifying, studying, and analyzing various patterns of criminal activity.

Monitors technology systems to ensure operational readiness, triaged issues, and aide in developing appropriate resolution paths.

Monitors camera feeds and associated tools to assist in department operations.

Evaluates, organizes, and analyzes data and information in ongoing criminal investigations to aid investigators by utilizing specialized computer hardware and software.

Develops and disseminates analytical products, including crime bulletins, trend summaries, heat maps, link/network diagrams, and call data maps to inform investigative direction.

Prepares and presents analytical findings, recommendations, and visual products to officers, detectives, command staff, partner agencies, and community stakeholders.

Responds to ad hoc request from department personnel for meetings and briefings.

Prepares informational reports, summaries, and analyses as required by management.

Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited college or university with major course work in criminal justice, geographic information systems, social science, geography, or related fields. Coursework from an accredited institution in subjects such as Criminal Justice Data Visualization, Criminal Justice Data systems, Scientific Methods in Criminal Justice, and Crime Analysis is preferred. A minimum of one year of experience working in a law enforcement agency serving a city of comparable population, population density, and department size to New Haven is required. One to two years of experience in data collection, statistical analysis, and mapping are preferred.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Knowledge of the principles, methods and techniques used in data collection and crime analysis.

Proficiency in Geographic Information Systems, (GIS), preferably using ESRI products.

Advanced skill with use of investigative and intelligence software such as IBM i2 Analyst Notebook, NESS, and similar tools.

Solid foundation in statistical methods, data visualization, and the use of tools such as Excel, Tableau, and Access.

Understanding of crime theory, research methods, and the application of problem-solving and intelligence-led policing models.

Knowledge of Police Department organization and operations.

Proficiency with Microsoft Office Suite including Word, PowerPoint, and Outlook. Competency in using email clients and calendar applications for scheduling meetings and managing correspondence.

Ability to quickly learn and apply new software applications and analytical tools as needed.

Familiarity with law enforcement records management systems (RMS) and computer-aided dispatch systems (CAD).

Demonstrated ability to supervise, coach, and manage staff, including analysts, clerical personnel, and interns.

Strong organizational skills with the ability to manage multiple tasks, meet deadlines, and prioritize effectively in a high-demand environment.

Experience in developing workflows, standard operating procedures, and process improvements.

Excellent oral and written communication skills, including report writing and the delivery of presentations to diverse audiences.

Ability to communicate technical information clearly to sworn and civilian personnel, as well as other stakeholders.

Demonstrated ability to work effectively and sensitively in a diverse community, recognizing and respecting cultural differences, and fostering an inclusive environment.

Self-motivation and a demonstrated willingness to take direction, showing adaptability and a proactive approach to tasks, as well as working as part of a team.

Ability to handle information with discretion, maintain confidentiality, and maintain ethical conduct.

NECESSARY SPECIAL REQUIREMENTS

Must obtain COLLECT certification during probationary period and maintain throughout employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
