Position Overview
The Senior Project Manager/Leader will provide strategic project management oversight for large-scale, complex, and high-profile I&IT initiatives within the Ontario Public Service (OPS). The incumbent will ensure the successful planning, execution, and delivery of enterprise projects meeting scope, schedule, and budget objectives while ensuring compliance with OPS policies, IT governance, and business objectives. The role requires strong leadership across multidisciplinary teams, particularly in the areas of Data, AI, and Azure Cloud-based solutions.
Key Responsibilities
Project Management (35%)
Manage large, complex enterprise-wide I&IT projects with multi-year, multi-million-dollar budgets.
Lead integrated project teams across business and technology units, ensuring alignment with organizational strategy and standards.
Oversee all aspects of project governance including stakeholder engagement, scope, risk, issue, change, resource, and financial management.
Develop and maintain project schedules, budgets, and documentation using tools such as Microsoft Project, Jira, Trello, and Kanban boards.
Monitor and reconcile financial forecasts, validate cost assumptions, and track expenditures.
Define business and technical requirements, ensuring deliverables meet business needs and technical quality standards.
Collaborate with senior executives, policy, IT, legal, communication, and privacy teams to support cross-functional decision-making.
Technical, Deployment, and Project Integration (35%)
Lead initiatives involving modern cloud architectures, data management, and AI technologies.
Manage end-to-end technology deployments, infrastructure rollouts, and large-scale procurement processes.
Apply Agile, Scrum, and hybrid methodologies to deliver scalable, iterative solutions.
Oversee integration of business, operational, and technology components for enterprise initiatives.
Lead quality assurance (QA) processes, including validation, testing, and release management.
Direct Azure Cloud setup, operations, and data services, including Azure Data Factory, Databricks, Data Lake, Unity Catalogue, and SQL Warehouse.
Provide strategic guidance on AI and Large Language Model (LLM) technologies and implementations.
Documentation and Governance (20%)
Prepare and maintain documentation for financial, technical, and compliance requirements including:
Business Cases
Privacy Impact Assessments (PIA)
Threat Impact Assessments (TIA)
Requests for Service (RFS)
Requests for Information (RFI)
Develop and communicate project plans, reports, and dashboards for executive oversight and governance committees.
Public Sector and ITIL Process Knowledge (10%)
Apply knowledge of OPS I&IT governance, gating processes, and project management standards.
Utilize ITIL best practices for incident, problem, and release management.
Support adherence to OPS procurement, implementation, and network infrastructure policies.
Required Skills and Experience
15+ years of experience in Data and AI strategy and execution within large, multi-stakeholder environments.
10+ years of experience managing integrated enterprise projects across business and I&IT teams.
Proven experience managing multi-year, multi-million-dollar technology projects.
Strong knowledge of Azure Cloud and Databricks platforms, including Data Factory, Data Lake, Unity Catalogue, and SQL Warehouse.
Hands-on experience with AI and LLM technologies.
Expertise in Data & AI Governance frameworks, processes, and tools.
Proficiency in Microsoft Office Suite (Visio, Project, PowerPoint, Word, Teams).
Experience with collaboration and workflow tools such as Jira, Trello, Kanban, Microsoft Project, and similar.
Strong documentation, communication, and presentation skills suitable for executive and public sector audiences.
Familiarity with OPS I&IT processes, gating procedures, and public sector governance models.
