The Senior Program Business Analyst Lead will support the Labor & Economic Opportunity (LEO) and Unemployment Insurance Agency (UIA) Solution Program, a large-scale IT modernization initiative. This role involves coordinating multiple workstreams, facilitating change requests and approvals, and ensuring alignment across the program’s leadership and stakeholder groups. The position combines advanced business analysis and program management responsibilities at a program level.Key Responsibilities
Manage program scope, risk, deliverables, and schedules.
Collaborate with project managers, business managers, and program stakeholders to ensure consistent communication across teams.
Coordinate project resources and resolve or escalate issues as necessary.
Lead cross-functional, matrixed teams to promote collaboration and accountability.
Identify and mitigate project risks proactively.
Participate in Agile/Scrum ceremonies including grooming, sprint planning, and reviews.
Collaborate with developers, SMEs, and business partners to ensure smooth software development and delivery.
Facilitate program change briefings, decisions, and enhancement scheduling.
Track and follow up on program action items and approvals.Required Experience
Minimum 5 years’ experience as a Senior Business Analyst or equivalent.
Proven success in matrix management leading business, technology, and testing teams.
Demonstrated expertise in scope and requirements management, quality management, and test management.
Strong project management skills to oversee execution, coordinate deliverables, and manage risks.
Experience working within Agile and Waterfall frameworks.
Hands-on experience using project management and test tracking tools (preferred: Azure DevOps).Nice-to-Have Experience
Familiarity with large-scale government IT modernization projects.
Experience in change management and program-level coordination.
Strong facilitation skills for cross-functional decision-making.Required Skills
