NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that support to the Bureau of Land Management through the Experienced Services Program (ESP). This position supports the Bureau of Land Management Utah State Office.

Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary.

This position is currently funded for an estimate of 1300 hours.

The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will?

relationship.

This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Qualifications: Minimum of 20 year(s) of experience in Land Surveying OR BA/BS Degree in Land Surveying, Cadastral specific preferred with minimum additional experience of 10 year(s) in Land Surveying OR Previously completed training in Not applicable Professional experience working as a GS-1373 Land Surveyor, performing Federal authority surveys conducted under BLM jurisdiction Experience required with Windows, MS Word, MS Excel, MS Access, MS Teams, ARCVIEW (GIS) AutoCAD Duties: Enrollee will provide expert assistance with the review of official surveys and preparation of Land Surveyor Reports required under the Standards for Boundary Evidence policy (600DM5). Statewide projects will require accurate, legally-sufficient boundaries and land descriptions, including: oil, gas, geothermal, coal, critical mineral development, rights-of-way, grazing permits, recreation opportunities, Tribal Trust lands responsibilities, and more.

The expertise of enrollee will ensure efficient execution of assigned work and provide mentorship to staff of all levels of experience.

Assist full-time Federal employees with the performance of legal, administrative, and technical examinations of cadastral surveys, supplemental plats, and administrative surveys that are prepared by the Bureau of Land Management in Utah.

Review accuracy of full-time Federal employee examinations of official surveys, administrative surveys, and Land Surveyor Reports for compliance with policy, statutory requirements, and judicial interpretations.

Project-specific work required under Department Manual (303 DM7, 600 DM5). Assist Federal agencies and Tribal customers when they request boundary evidence evaluation projects from the BLM.

The enrollee will research complicated land survey and land status issues, prepare or perform quality assurance on boundary evidence documents, and submit reports of findings and recommendations to the BLM for final approval by the Chief Cadastral Surveyor for Utah.

75% Assist with the preparation of Cadastral Survey Special Instructions, Assignment Instructions, Supplemental Plats, and Survey Returns (Draft field notes and Plats). 10% Mentorship and training of staff, demonstrating judgment and professionalism.

10% Assist Field crews (day trips) 5% Other: Health and Safety Considerations: Defensive Driving.

Certification of online course completion prior to driving Fleet vehicle Required Safety Gear: Boots, long pants, gloves.

Helmet for UTV use.

Safety Gear Use: Field conditions performing Cadastral Surveys.

Physical requirements: Work is performed mostly in office, occasional field work may be required.

The office work is sedentary.

The employee may walk, stand, bend, and carry light items.

The field work may require walking, hiking, and climbing on uneven ground.

Field work will be rare and only for special circumstances, complex projects or for mentorship events.
