Position Overview
Chartis Federal is seeking a detail-oriented and analytical Program Control Analyst (PCA) to support financial, administrative, and personnel management functions across multiple engineering and technical service contracts.
The PCA will play a pivotal role in program financial management, budget tracking, reporting, and personnel coordination in direct support of the Program Manager. This role ensures that all contractual, financial, and staffing activities are executed accurately, on time, and in compliance with federal and corporate standards.
This position is ideal for a professional who thrives in a dynamic, fast-paced federal contracting environment and enjoys working cross-functionally with operations, accounting, and project delivery teams.
Duties and Responsibilities
Track and reconcile program financials including expenditures, obligations, and funds availability.
Prepare monthly financial reports and presentations for Financial Working Groups (FWGs) and Quarterly Program Reviews (QPRs).
Maintain budget tracking tools and forecasts; identify and flag funding risks or variances.
Support cost narratives, funding modifications, and audit documentation as needed.
Manage and track subcontractor personnel actions, including vetting submissions and status updates.
Coordinate travel requests and other personnel-related actions through the Contracting Officer’s Representative (COR).
Maintain accurate staffing matrices, labor projections, and personnel documentation across task orders.
Partner with HR, Finance, and Subcontracts teams to ensure staffing and costs align with program budgets and contract requirements.
Maintain organized records of key program data, deliverables, and financial documentation.
Support efficient communication between internal stakeholders, subcontractors, and government counterparts.
Contribute to continuous improvement of reporting tools and program control processes to enhance accuracy and audit readiness. Requirements:
Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
3–5 years of experience in program control, financial analysis, or contract administration within a federal contracting environment.
Strong understanding of IDIQ/task order funding structures and federal financial processes.
Proficiency with Excel and financial systems such as Unanet or Deltek.
Excellent analytical, organizational, and communication skills.
Ability to manage multiple priorities with accuracy and discretion.
Strong understanding and experience supporting RFP/RFQ pricing requirements including development of basis of estimates and labor rate projections
