In this role, you will:

The Senior Testing & Commissioning Manager (ST&CM) leads and oversees all testing and commissioning (T&C) phases of high-voltage substation projects, including both greenfield and brownfield developments. This role is responsible for energization planning, system readiness, and validation of primary, protection & control (P&C), automation & integration (A&I), SCADA, and cybersecurity systems. The ST&CM ensures alignment with Customer requirements, industry standards, and regulatory compliance throughout project execution.

Key Responsibilities

Commissioning Management

Lead development of commissioning plans, energization sequences, and documentation packages.

Review engineering drawings, relay settings, logic diagrams (including GOOSE messaging), and existing protection schemes.

Manage commissioning efforts including:

Primary equipment and HV apparatus

P&C and relay testing

A&I systems and SCADA

Network and cybersecurity systems

Perform or supervise functional, phasing, AC/DC, and point-to-point wiring tests.

Troubleshoot network or serial communication issues in collaboration with engineering teams.

Manage on-site documentation (redlines, markups, test results, and as-left files).

Maintain active communication with Owner representatives and field teams.Safety Oversight

Ensure full compliance with Customer and OSHA safety protocols.

Participate in daily job briefings and enforce safe work practices (PPE, FR clothing, etc.).

Proactively identify safety risks and support the resolution of incidents.Field Integration & Support

Support construction crews with technical guidance during installation and pre-testing phases.

Coordinate outage applications, switching activities, and resource alignment with system operators.

Manage temporary configurations (e.g., wiring or relay settings), ensuring proper tracking and restoration.

Validate commissioning results and direct final energization decisions.Quality Assurance & Documentation

Approve test results, track discrepancies, and ensure corrective actions are implemented.

Deliver complete commissioning documentation including:

Test reports, relay settings, logic diagrams

SCADA/IED/GOOSE mappings

Final Commissioning Report and as-left files

Review and support PSMP functional form development for PRC complianceCoordination Responsibilities

With Customer & Engineering Teams

Interface with Substation Operations for protection blocking and restoration.

Collaborate with SCADA teams to validate RTU control logic and data mapping.

Review monthly contractor invoices and support change order reviews.

Lead lessons learned and contractor performance reviews post-commissioning.With Contractors & Commissioning Agents

Conduct T&C kickoff meetings, coordinate construction sequencing and isolation.

Witness and support control system and SCADA testing.

Guide and validate field modifications and ensure all design changes are documented and submitted.With Commissioning Engineers

Review key deliverables including:

Daily and weekly work plans

Risk mitigation and outage sequence plans

Test certifications, data logs, and reports

Final as-built drawings and documentation packagesQualifications / Requirements

To succeed in this role, you bring:

Bachelor's degree in electrical or related Engineering discipline (ABET or Owner-approved equivalent).

Minimum 5 years of experience in:

Electrical equipment testing, startup, and commissioning

Relay protection & control systems

SCADA and communication networks

Electrical field engineering and troubleshooting

Specialized advanced training is preferred (e.g., PTI, WPI, ECNE, graduate-level coursework).Technical Competencies

Advanced understanding of engineering theory, protection systems, and commissioning practices.

Strong skills in drawing interpretation, documentation management, and test result validation.

Knowledge of:

Aspen OneLiner, Doble Protection Suite, 61850 testing

Wireshark, Nmap, RTAC/SMP, SCADA/RTU/IED platforms

Communication protocols: DNP3, MMS, Modbus

Familiarity with regulatory frameworks: NERC PRC-2, PRC-5, NPCC Directory 11, etc.Certifications & Requirements

Background check clearance per IUSA Contractor policy

Valid driver's license

OSHA 30 certification

First Aid / AED certification

E-STAR/CONVEX training (or willingness to complete)
