Classification Purpose: The primary purpose of the Senior Information Technology Manager classification is to oversee information technology for the agency. Develop policies and procedures. Assist in preparing the department budget. Supervise agency IT staff.

Job Duties: Align IT to agency objectives and strategies. Develop overall business plan for IT to support organizational growth and efficiencies. Work with agency leadership to plan and implement agency-wide initiatives. Optimize costs of IT services through a mix of internal and external resources to maximize budget.

Research, plan, develop, maintain, and support agency business systems, website, subscriptions, licenses, and related databases. Perform professional and technical work in the development, implementation, maintenance, management, monitoring, and reporting of county networks, computer systems, and software applications. Plan, test, deploy, install, maintain, and support domains, enterprise, and desktop applications. Ensure technology solutions align with Purchasing policies, USPS regulations, and statutory requirements. Define Purchasing's IT goals for the short, medium and long term. Coordinate with supervisory staff to implement IT business model. Work closely with fiscal and possess an understanding of the agency budget.

This position acts as the liaison to the Data Center for strategic initiatives and supports the management of the Master Services Agreement with the Data Center. This role manages the department's interface with agencies and vendors for support and training, system troubleshooting and enhancements, and ensuring system data is relevant, accessible, and useful in metric tracking and reporting. Responsible for agency training, communication, and supervision related to IT initiatives and systems. This position directly supervises a team that is responsible for daily management of agency-wide social media, communications, and technology as well as the day-to-day management of agency operations related to the physical office space, supplies, personnel support, and special projects.

Use various management and quality assurance strategies to improve the IT functions of the organization and input controls and changes. Use research tools, operations analysis, data processing, statistics, and economics to accomplish goals. Apply organizational theories to solve various IT business issues. Foresee and recommend future opportunities for improvement. Improve quality and productivity by streamlining IT systems and processes. Leverage sound decision-making practices.

Supervise and develop assigned purchasing personnel. Determine staff work assignments, prepare performance evaluations, provide training, and manage corrective actions and/or performance improvement, as needed. Ensure all purchasing policies and procedures are followed. Prepare reports and perform all supervisor responsibilities as required. Crosstrain staff to ensure coverage and expertise in all purchasing areas. Promote a culture of accountability, innovation, and continuous improvement within the organization. Support professional development initiatives and training programs to enhance team capabilities and competencies.

Maintain regular and predictable attendance. This position requires regular and consistent on-site attendance.

Minimum Class Qualifications for Employment: Any equivalent combination of relevant training and experience including but not limited to: Bachelor's degree in information technology, information systems, computer science or related field with four (4) years of progressively responsible experience in network administration, project management, information technology, hardware or software management.

Additional Requirements: No special license or certification is required.

Supervisory Responsibilities: Ability to assign, review, plan, and coordinate the work of employees, to provide instruction to other employees, to maintain department standards, to recommend the discipline or discharge of employees, to act on employee problems, celebrate employee successes, coach, mentor, and recommend the transfer, promotion, or salary increase of employees.
