About the role
As the Senior Change Manager (Procurement Transformation), you are integral to the success of V/Line’s Corporate Services Group.
The Corporate Services Group empowers excellence through seamless support, fostering innovation and offering strategic guidance to the business. It delivers a range of specialist services including finance, payroll, facilities management, IT, procurement, commercial and contract management, transformation projects, planning and reporting, and enterprise project support and oversight. The Group establishes standards and guidelines in line with Victorian Government requirements, ensuring high compliance and ethical behaviour across V/Line.
The Senior Change Manager (Procurement Transformation) will design, develop and lead the change management strategy and execution for the Procurement Transformation Program, which will enable efficient, compliant and strategic sourcing and contract management across the procure-to-pay lifecycle, drive greater value from data-driven procurement decisions and build lasting capability improvement, commercial acumen and accountability across the entire business.
The role is accountable for leading stakeholder engagement, change strategy and planning, communications, and training for the Program.
This role will support adjacent, aligned programs, and ensure that our end users have an engaging, consistent and transparent experience.
Key accountabilities include:
Change Strategy & Planning
Develop and execute a comprehensive change management strategy aligned with the Procurement Transformation Program roadmap.
Conduct change impact assessments and stakeholder analysis.
Collaborate with Program, IT and business teams to integrate change management activities into the overall program plan.
Stakeholder Engagement
Identify and engage key stakeholders across V/Line.
Build strong relationships with leaders, teams and key stakeholders to support change adoption.
Facilitate workshops, briefings, and feedback sessions.
Communication & Training
Design, develop and deliver targeted communication plans, artefacts & tools to inform and engage employees.
Lead the Training strategy & approach, and the development of training materials and coordinate training delivery with the training lead.
Ensure consistent messaging and branding of change initiatives.
Change Readiness & Adoption
Monitor organisational readiness and develop interventions to address gaps.
Track adoption metrics and employee feedback to refine change approaches.
Provide coaching and support to leaders and change champions.
Support Program deployments, hyper care and program knowledge transfer post deployment.
Risk & Issue Management
Identify change-related risks and develop mitigation strategies, working with the program and V/Line risk as appropriate.
Escalate issues and provide recommendations to the Program Manager and Program Owner.
Project Activities
Support the Program Manager with program team engagement and alignment
Support the Test Manager with coordination and SME support for UAT for system changes and outputs to inform Change impacts and communication.
About you
As the Senior Change Manager (Procurement Transformation), you will report directly to the Head of Enterprise Change.
Your role is critical to ensuring changes are fully embedded through changed culture and ways of working, to deliver sustained improvements in compliant, efficient and good value sourcing and contract management. This includes transitioning manual activities to the adoption of new digitally enabled processes with greater transparency of data, optimising benefits realisation.
V/Line provides regional train services and has a diverse workforce including operational, administrative, and technical staff. You will partner across the business with a range of stakeholders, including Communications, IT, People and Risk and Change networks and champions to ensure the program delivers to the business objectives.
Our ideal candidate will possess the following:
Proven experience in leading change management for procurement related change and enterprise-wide technology implementations and operating model changes
Exceptional stakeholder management and communication skills. (At all levels, including Executive & C-Suite)
Experience delivering change in transport, infrastructure, or similarly complex and regulated operational environments.
Strong understanding of change management methodologies (e.g., Prosci, ADKAR).
Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
Desirable:
Formal qualifications in Change Management or Organisational Development.
Experience in regional or public sector organisations.
Familiarity with Procurement platforms
