Pre-Bid Manager Overview
As the Pre-Bid Manager in the Office of Contracting & Estimating, you will be a key figure in ODOT’s contracting and bidding environment. Acting as a technical gatekeeper, you’ll help ensure projects are ready to be bid. This includes resolving issues, clarifying intent, and aligning the project with ODOT standards. The role requires strong independent judgment to navigate complex technical and contractual issues, while also coordinating closely with district staff and leadership.
Supporting a multibillion-dollar annual construction program, this high-visibility position demands a professional who can deliver practical, well-informed solutions under tight deadlines. You’ll lead a statewide process that directly shapes how ODOT’s infrastructure projects are refined and clarified during the bidding process by contributing technical insight, proactive problem-solving, and continuous feedback and improvement to ensure successful project delivery and the responsible use of public funds.
Key Responsibilities
• Lead Pre-Bid Process & Standards Alignment
Direct all pre-bid question activities across ODOT’s twelve districts. Serve as the centralized technical authority by interpreting, reviewing, and contributing to responses to contractor and supplier inquiries by ensuring accuracy, consistency, and alignment with design and construction standards. Act as the primary liaison with senior leadership, your supervisor, and district staff when issues require broader coordination or strategic resolution.
• Technical Readiness Review
Evaluate project readiness during the bidding phase by review construction plans, design standards, specifications, construction schedules, and contract documents to determine if a project is suitable for bidding as scheduled. Identify risks and recommend adjustments to contract bidding or completion dates when necessary.
• Pre-Bid Clarifications & Risk Mitigation
Translate technical clarifications, often prompted by pre-bid inquiries, into formal contract addenda in AASHTOware and Bidx. These updates reduce ambiguity, support fair competition, and help prevent disputes during construction.
• Process Improvement & Technical Insight
Analyze recurring pre-bid issues and convert those insights into actionable guidance for designers, project teams, and leadership. Support the development of statewide policies and best practices that improve scheduling, bidding, and pricing outcomes across ODOT’s construction program.
12 mos. trg. or 12 mos. exp in supervisory principles & techniques or management which included responsibility for developing work plans involving estimates of time, personnel &/or equipment or materials required to complete projects, & In addition, applicants must meet one of the following depending upon the program projects assigned to the position in question: For positions involved in equipment maintenance & repair, requires 4 yrs. trg. or 4 yrs. exp. in equipment maintenance & repair (i.e., automotive mechanics &/or auto body repair), associated safety practices, & using/operating associated equipment.
-Or for positions involved in bridge maintenance & repair, requires 4 yrs. trg. or 4 yrs. exp. in bridge maintenance & repair, associated safety practices, & using/operating associated equipment.
-Or for positions involved in route marking, requires 4 yrs. trg. or 4 yrs. exp. in route marking, associated safety practices, & using/operating-associated equipment.
-Or for positions involved in highway maintenance, requires 4 yrs. trg. or 4 yrs. exp. in highway maintenance, associated safety practices, & using/operating associated equipment.
-Or for positions involved in construction, requires 4 yrs. trg. or 4 yrs. exp. in construction, associated safety practices, & using/operating associated equipment or knowing how equipment is used on construction jobs.
-Or for positions involved in roadway construction materials testing & control, requires 4 yrs. trg. or 4 yrs. exp. in roadway construction materials testing & control, associated safety practices, & using/operating associated equipment or knowing how equipment is used in construction materials testing & control.
-Or equivalent of Minimum Class Qualifications for Employment noted above. Note: if position will be assigned to operate motorized equipment of size & type regulated by Sections 4506.1, 4506.03 & 4506.12 of Ohio Revised Code, applicant must also have valid commercial driver license; if required to operate state vehicle must have valid driver’s license.
