About the role
The Program Manager (Procurement Transformation) will lead the strategic delivery of a high-impact transformation program focused on modernising, simplifying, and optimising procurement processes, systems, and capabilities across the organisation. This role is pivotal in driving greater compliance, value-for-money sourcing, and effective contract management.
Working across multiple workstreams and cross-functional teams, the Program Manager will ensure alignment with business objectives, timelines, and budgets. The program will involve significant cultural and operational change, transitioning manual processes to digitally enabled solutions and enhancing data transparency to unlock greater business benefits.
This position will play a key role in fostering collaborative relationships between Procurement, IT, and business functions, applying a systems-thinking approach to ensure holistic and sustainable transformation.
Key accountabilities include:
Program Leadership & Delivery: Lead the end-to-end delivery of the Procurement Transformation program, managing scope, budget, risks, dependencies, and reporting to ensure successful outcomes.
Stakeholder Engagement: Build strong relationships and lead governance forums to ensure alignment with enterprise transformation goals.
Cross-Functional Team Leadership: Coordinate cross-functional teams across key business areas, driving collaboration and accountability in a matrixed environment.
Commercial & Vendor Management: Oversee procurement activities and vendor partnerships to deliver cost-effective, fit-for-purpose solutions.
Change Management: Partner with Change Manager to embed change strategies, training, and communications that support adoption and readiness.

You know how to build trust, foster collaboration, and drive accountability without direct reporting lines. You’re skilled at navigating organisational dynamics and influencing change at both operational and cultural levels. Your ability to engage and align diverse stakeholder groups, from technical teams to executives, enables you to lead transformation with confidence and clarity. You bring a calm, adaptable approach and know how to support teams through change while keeping delivery on track.
You’ll be successful in this role if you have:
Proven experience leading transformational programs with multiple workstreams or projects, including operating model changes, systems implementations, or process improvement activity.
Strong program management capabilities including benefits management, scoping, planning and scheduling, budgeting, governance, risk and issues management, procurement, and stakeholder engagement.
Ability to lead cross-functional teams and drive outcomes in a matrixed environment.
Exceptional communication skills, with the ability to engage confidently across all levels, from technical teams to executives.
Experience in public sector organisation, or similarly complex and highly regulated sectors is strongly regarded.
Understanding of procurement systems and processes is highly desirable.
Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
