Description

Provides complex professional work ensuring proper application of Civil Engineering principles and techniques.

Examples of Duties

Provides support in the development review process.

Reviews, evaluates and presents technical analysis of Development Review Committee (DRC) applications submitted.

Reviews right-of-way permits and other technical documents submitted by engineers and developers for compliance with Nassau County Code of Ordinances.

Assists technical staff in highly complex technical matters concerning plan review and construction inspections functions.

Attends Development Review Committee meetings to discuss project coordination and procedures.

Attends public hearings, meetings, etc., concerning projects.

Provides specific input in coordination with other staff members to review, develop and update existing rules, regulations, ordinances, specifications and procedures associated with the Roadway and Drainage Standards.

Meets with developers and staff to discuss proposed projects as directed.

Serves as the point of contact for the department to determine easement use, ownership and access. Provides staff and/or property owners the appropriate steps needed to comply with current County ordinances related to easements.

Reviews variance requests concerning Roadway and Drainage Standards and works with management to determine the necessary action. Prepares all documents necessary for processing request(s).

Receives and processes abandonment applications. Reviews the accuracy of applications as well as performs research to determine if the parcel is eligible for abandonment. Prepares agenda requests for the BOCC to set and hold public hearings.

Performs and completes special projects as assigned.

Attends training, continuing education, seminars, etc. to enhance and maintain essential skills.

Performs a variety of routine administrative duties as required, which may include but are not limited to preparing reports and correspondence, entering computer data, attending and preparing minutes of meetings, answering the phone, etc.

Interacts and communicates with various groups and individuals such as the Board of County Commissioners, County Attorney, subordinates, County employees, developers, engineers, contractors, consultants, municipal personnel, various other Local, State, Federal agencies, vendors and the general public.

Operates a vehicle and a variety of equipment which may include a computer, printer, fax machine, copier, calculator, telephone, two-way radio; utilizes an engineering and architectural scale, etc.

Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.

Typical Qualifications

Requires a Bachelor's Degree in Civil Engineering, Construction Engineering or other related field. Must possess a State of Florida Certificate as an Engineer Intern (EI) or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid State Driver's License.

Supplemental Information

Knowledge of Civil Engineering theories and practices as applied to engineering.

Knowledge of the materials and equipment used in Development Services operations.

Knowledge of the various permits required by Local, State and Federal agencies for Engineering Services construction and operation projects.

Knowledge of GIS and mapping systems.

Ability to provide technical knowledge in the development of engineering designs, specifications, cost estimates and project plans.

Work Environment:

Works inside in an office environment and occasionally out of doors with the ability to perform work effectively despite occasional exposure to adverse environmental conditions, including temperature extremes, wetness/humidity, rain, electrical currents, machinery hazards, uneven terrain, toxic agents, vibrations, noise extremes, fumes, dirt, dust, pollen, odors, etc.

Has knowledge of the occupational hazards and safety precautions of the industry.
