ORGANIZATION INFORMATION:

POSITION SUMMARY:

The Director of Care - Programs Subject Matter Expert (SME) collaborates with the Sr. Director of Programs to plan, direct, coordinate, and oversee Ryan White and Housing funded activities, focusing on the development and implementation of community-driven and evidence-based strategies in the Care Pillar to meet current and future needs of Equitas Health’s clients and communities. The individual provides direct supervision to the Programs SME Manager of Care, Quality Assurance SME Specialists and Internal auditors, interns and volunteers as assigned. Through the supervision and guidance of the Sr. Director of Programs, this individual provides people-first personnel leadership, establishes and implements the strategic plan for their SME area at Equitas Health, leads quality assurance and quality improvement efforts, as well as other interdepartmental assignments, as needed. The Director of Care – Programs SME also oversees the work lead by the Programs SME Manager, including onboarding and continuing education initiatives and ongoing development of standard operating procedures and implementation efforts, helping to streamline across all SME pillars (Care, CDC, Harm Reduction, and Support Services) within the Programs Division. This position is remote eligible, with the expectation that this individual will be present in offices across Ohio as needed for training and programmatic work purposes.

ESSENTIAL JOB FUNCTIONS:

Essential functions of the job include, but are not limited to, traveling, driving or having reliable transportation; written communication; utilizing a computer for typing; grant and program administration; attending meetings; presenting to groups; community engagement; recruits, interviews, hires, and trains staff within the Programs Division; oversees the daily workflow of the SME team and provides constructive and timely performance evaluations; facilitates teams success while addressing discipline and termination of employees in accordance with company policy and in a timely manner.

MAJOR AREAS OF RESPONSIBILITIES:

Collaborates with the Sr. Director of Programs to develop and meet strategic goals while supplying expertise and guidance on establishing and implementing community-driven evidence-based and innovative programs and systems, both within the division and the organization.

Build supportive relationship with direct reports, allowing for professional development and understanding. Administrative supervision to staff includes performance evaluations, monitoring Key Performance Indicators, punctuality and reliability, and job performance.

Provide training and ongoing coaching for SME Manager, direct reports, and others as needed, ensuring they have a solid understanding of their responsibilities in the following areas: grant budgets and budget processes, grant reporting and auditing, funder site visits, client confidentiality, and program design.

Ensure assigned grants’ goals and objectives are met and act as point of contact for funders.

Oversee and support staff to establish and maintain relationships with funding agencies and like-minded coalitions within designated SME area.

Lead all quality assurance and quality improvement initiatives within the SME pillar, collaborating with other Programs Division leadership to ensure that regular evaluation, data validation, and data engagement strategy review are completed and quality initiatives are effectively implemented. This includes overseeing internal audits of client files and ensuring client files and records are directed by agency policies and procedures and grant requirements.

Identifies, recommends, and oversees the implementation of new programming opportunities as partnerships and funding emerge in the network.

Champion the effort to streamline services, including the development, communication, and implementation of polices, procedures, and protocols across the division to accompany programming.

Lead regular team meetings and contribute to agency-wide committees to represent the work and needs of the division.

Reviews and advises on cost-control reports, cost estimates, and staffing requirements for projects.

Establishes and oversees the progress of grant budgets within their SME area in a fiscally responsible manner. Contribute to the fiscal health of the organization through intentional development of downstream revenue and management of program income.

Proactively assess client satisfaction and internal/external customer service. Recommend program improvements based on operational knowledge or best practices to ensure high levels of client satisfaction.

Oversees grant reporting processes and report completion for federal and private funders and ensures attendance within the SME team at all grant required meetings and conference calls.

Assist with grant writing and application input and represent the community at local planning advisory groups as assigned.

Present periodic performance reports and metrics to the Sr. Director of Programs and other leaders as requested.

Keep informed about the latest innovations in research and trends within their SME area and serve as a catalyst for ongoing growth and innovation within the Programs Division. Maintains knowledge of emerging trends in related fields.

Assist with maintaining up to date and accurate website information.

Ensure compliance with all regulatory and accreditation requirements.

Collaborate with other divisions and departments to carry out the organization’s overarching goals and objectives.

Contribute to a positive work environment by demonstrating unconditional positive regard to all Equitas Health employees, interns, and clients with an understanding, awareness, and respect for diversity. Conduct all aspects of job responsibilities with a focus on exceptional customer service.

Serve as the lead for all Programs Division SME pillars when Sr. Director of Programs is out of office or unavailable.

Performs other related duties as assigned.

EDUCATION/LICENSURE:

Bachelor’s Degree in Health and Human Services related field preferred.

LISW-S desired but not required.

Medical, Mental Health/Addiction Related Licensure considered valuable.

Knowledge, Skills, Abilities and other Qualifications:

Exemplary customer service, and verbal and written communication skills.

Must have at least five years of direct-service experience, preferably in a community-based health-care setting or public health entity.

Must have 2 years of experience in a Management/Leadership role, including budget development and oversight, preferably within a Federally Qualified Health Center (FQHC).

Extensive knowledge of HRSA and HUD regulations and guidelines is preferred.

Comprehensive knowledge of social work practice and adherence to standards and ethics.

Excellent organizational skills and attention to detail.

Strong analytical, problem-solving, and change management skills.

Must have sensitivity to, interest in and competence in cultural differences, HIV/AIDS, minority health, sexual practices, chemical dependency and a demonstrated competence in working with persons of color, and gay/lesbian/bisexual/transgender community.

Public speaking and group facilitation experience is preferred.

Ability to be flexible in work hours.

Adept knowledge in Microsoft Office Products is required.

Reliable transportation, valid driver’s license and proof of auto insurance required.
