About the role
As the Project Manager – Signalling, you are integral to the success of V/Line’s Projects Group.
The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.
The Group supports Victoria’s Big Build, partnering with the State to deliver significant programs such as the Regional Rail Revival Program, Level Crossing Removal Project, the Metro Tunnel Project and other improvement and capacity enabling projects across the regional network.
The Project Manager – Signalling manages resources, schedules, financials and adherence to stage gate quality and project safety & risk requirements throughout the project life cycle and contributes to process improvement initiatives to ensure successful and on-time project delivery.
Projects may include objectives for creation, renewal and/or improvement of infrastructure, plant, equipment, information technology and business processes/systems in addition to supporting the delivery of major maintenance packages of work.
As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills
Key accountabilities include:
Participate in and lead the initiation of Signalling Delivery Projects on behalf of V/Line.
Establish and manage allocated Projects and Work Packages.
Execute project management in accordance with the approved V/Line Project Management methodology.
Identify and document operational risks and requirements affecting Project undertakings or impacted by the Project.
Compete key activities during project lifecycle assisting in delivery
Develop all required project plans, including (where applicable): Operational, Quality, Project Management, Cost Control, OH&S, Environmental Management, Resource,
Commissioning, Handover, Change Management and Accreditation plans.
Ensure Project Plans are achieved within given timeframes and on budget.
Complete monthly reports on project progress and attend meetings on behalf of V/Line for project reporting with external parties
Ensure that all required internal and external approvals and consultations are achieved in respect of managed projects (inclusive of all statutory permits and approvals).
Obtain V/Lines (safety, maintenance, and operational accreditation) sign off where required in accordance with the V/Line Rail Safety Management System.
Develop and identify early works packages that can be accelerated as part of the overall Project implementation.
Where required by V/Line, provide management support for any minimum or enhanced role V/Line enters with the state or any key internal project which is delivered and operated by an Agent of PTV, or by any division or group within V/Line.
Coach, mentor, and develop employees’ skills to build team capability, and enable implementation of a continuous improvement approach.

About you
Reporting to Senior Project Manager - Signalling, could you be our new Project Manager – Signalling?
You will effectively manage Signalling-related projects in accordance with the requirements of V/Line Project Governance and Management procedures.
The Project Manager – Signalling shall strive to attain the most effective outcome for V/Line and V/Line stakeholders, whilst safeguarding both V/Lines rights and obligations under the Franchise Agreement and the Regional Infrastructure Lease (RIL).
Our ideal candidate will possess the following:
Qualification in signalling or relevant work experience in rail signalling
Ability to demonstrate extensive application of understanding of project and program management principles, methods and techniques
5+ years Project work experience or demonstrated experience in the Design and Delivery of Rail Projects or heavy industry major projects working with multiple business stakeholders within a cross-functional and complex matrix environment.
Proven Rail Industry experience
Suitable level of accreditation at Australian Institute of Project Management (AIPM) or the ability and application to gain accreditation within twelve months of commencement (Desirable)
