Schedule: Full-time

Facility Manager will act for Maintenance Director to plan, organize, administer, develop, coordinate, supervise, monitor and evaluate all activities of the capital improvements unit. Develop and direct the preparation of reports and analyses in preparation for procuring monies for the capital improvements budget. Responsible for preparing and developing technical specifications for capital improvements with assistance from Department of Public Works associate architects, engineers and contractors. Responsible for the development, preparation and modification of all technical specifications to be bid for maintenance projects necessary to maintain and up-date facilities and accommodate events. Monitor contractors work on capital improvements and maintenance projects to determine if projects are being accomplished to specifications in a timely manner. Negotiate with contractors when problems arise or changes are necessary. Respond to inquiries and complaints regarding capital improvements. Ensure adherence to OSHA, fire safety, & environmental regulations through regular inspections and audits. Responsible for maintaining compliance with all state and federal regulations and the Ohio Expositions Commission (OEC) policies and procedures. Conduct regular inspections of all facilities and grounds at the OEC. Recommend improvements and repairs necessary for preventative maintenance, updating, restoring or renovating facilities at the OEC. Develop & implement plans for crises (i.e. Power outages/natural disasters), ensuring business continuity. Provide weekly updates on capital pro-jects to the Maintenance Director. Responsible for the development & preparation of the Capital Improvements Unit budget; once budget established, responsible for following budget and ensuring appropriate records are kept and records related to materials, equipment and supply inventories are maintained.

Facilitate and participate in meetings with architectural firms and Ohio Facilities Construction Commission (OFCC) to general solutions & plan for buildings and utilities projects; represent Ohio Expo Center on all OFCC and non OFCC pro-jects; review architectural firm(s) proposals and score on rating form SF330; re-view architectural firm(s) proposals with OFCC to award architectural firm(s) for capital projects at the Ohio Expo Center, assist architects and general contractors on capital projects at the Ohio Expo Center; read blue prints and specification documents; Approve change orders and payments to prints and specification documents; Approve change orders and payments to contractors; responsible for withholding contractual agreements with the Department of Administrative Ser-vices specific to outside contractors.

Schedule work assignments for Skilled Trades section (Facilities Maintenance Specialists, Maintenance Repair Workers, Carpenters, Painter). Inspect and evaluate employee’s work. Monitor, record, tally and approve timecards. Moni-tor and approve leave forms. Participate in interview process and make recommendations for hire. Complete employee performance evaluations for as-signed staff. Coordinate manpower with other maintenance supervisors when personnel are needed for event activity. Counsel employees in areas of personnel, discipline and/or work assignments/schedules. Maintain files and records regarding maintenance and personnel matters. Provide information needed to requisition supplies, materials and equipment for respective areas. Pro-vide verbal and written reports pertaining to assigned projects or areas of responsibility. Perform related maintenance duties and assist on special projects as assigned (e.g., OEC All-staff meeting presentations). Assist in preparation for commission committee meetings as needed. Lead energy-efficient projects, integrating smart building technologies to meet sustainability and energy savings goals.

When assigned as Maintenance Supervisor on duty, direct and oversee all aspects of providing necessary services for lessees as entered into by contact on weekends, holidays and evenings. Responsible for maintaining records on all equipment and materials used by lessee for preparation of Program Summary and evaluation or each event. Make recommendations as a result of the evaluation regarding the cost effectiveness of the event and rent structure for buildings and equipment and changes in labor charges.

3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
