JOB SUMMARY

The principal function of an employee in this class is to perform a variety of diverse administrative, supervisory, skilled and semi-skilled tasks associated with management, construction, and maintenance and development of the City parks, government buildings, and grounds. Maintains cooperative and team relationships with Community Planning and Development Director, the Recreation Facilities Supervisor, and with public and private agencies in the community. Performs the duties of other employees in the Department and other related work as required.

The primary duties of an employee in this title include performing administrative, planning, supervisory, maintenance, and development duties associated with managing the City park system, assigned buildings, and grounds. The employee directly supervises all Park Maintenance and Grounds staff. The position is under the direct supervision of the Community Planning and Development Director, although considerable latitude is allowed and expected for independent judgment and initiative. This position requires a team player, working closely and cooperatively with the Parks and Recreation Administrative Assistant, Recreation Facilities Supervisor, other City departments, and staff. The principal duties of this class are performed in public buildings and outdoor environments that may expose the employee to adverse weather conditions, harmful chemicals, excessive noise, or potential personal danger.

INFORMATION REGARDING COMPENSATION:

The full salary range for the position is $68,494.40- $93,537.60

The general hiring range for the role is $68,494.40 - $76,564.80

The hiring salary will depend on the candidate's experience, qualifications, and education.

EXAMPLES OF DUTIES

This list is ILLUSTRATIVE only and is not a comprehensive listing of all functions and duties performed by the incumbent of this class. Duties may include, but are not limited to the following:

Performs administrative, planning, supervisory, and maintenance duties in the City's Park system, buildings, and grounds; including but not limited to site development, construction and maintenance, projects, budget management, and customer service functions.

Trains, supervises, and assigns schedules for parks, buildings, and grounds maintenance and full-time employees, part-time employees, support employees, volunteers, and community service workers.

With assistance of Department Director, hires full-time and seasonal park, building, and grounds staff.

Prepares annual staff evaluations and recommendations of parks, buildings, and grounds full-time and seasonal staff for review of Department Director.

Monitors ongoing performance of parks, buildings, and grounds staff and provides assistance and training opportunities as needed. In concert with Department Director and Human Resource Division, addresses discipline and direction as deemed appropriate.

With assistance of other Department staff, coordinates projects with community, civic, school, athletic, and volunteer organizations.

Prepares and maintains records, documents, logs, and related operational, use, incident, and maintenance documentation.

Assures a safe working environment for all appropriate staff and volunteers that meets or exceeds all local, State, and National standards.

Supervises and ensures inspection and evaluation of City owned property, facilities, equipment, and playground infrastructure for staff and public safety and use.

Assist Director to monitor annual budget and program spending. Works closely with Department Director to evaluate Division needs for operation and projects and prepare annual budget.

Authorizes Division purchases and expenditures and codes bills for submission to Director.

Monitors use, applies, and maintains reports on fertilizer, pesticide, and related material use.

Supervises staff training, safety, and in-service sessions.

Plans and assists in installation, construction, and maintenance of irrigation, buildings, recreational facilities, and related projects.

Oversees equipment inventory, maintenance, and repairs, to include research and recommendation of new purchases.

With input from buildings staff, monitors and makes recommendations on custodial needs and contracts.

Working as a team member with Administrative Assistant and Recreation Facilities Supervisor, schedules all citywide, private, public, and other events and programs using parks, grounds, and related property with focus on maximizing use of resources without jeopardizing overall facility and participant well-being.

With assistance of Department Director, coordinates plans for citywide, private, public and other major events using park facilities.

With assistance of Department Director, responds to public concerns, develops alternative solutions and initiates action to create change if needed.

With assistance of Department Director and other City resources, assists with preparation of technical documents, reports, and contracts.

Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities with the goal of maximizing efficiency and service to the citizens of Sandpoint.

Performs all work duties and activities in accordance with City policies, procedures and safety practices. Other Duties and Responsibilities

On call after regular work hours to respond to emergency situations.

Attends training classes and workshops.

Assists other staff with assignments and duties as necessary;

Performs other related duties as required.

Physical Demands:

Work is performed primarily outdoors with frequent exposure to adverse weather conditions, pollen, dirt and dust.

The incumbent's typical working conditions are frequently loud, and may include exposure to light machinery noise.

Duties may require evening, weekend, holiday and/or on-call work availability.

ACCEPTABLE TRAINING AND EXPERIENCE

Education and Experience:

High School diploma or GED equivalency.

Five (5) years experience working in landscape or park maintenance and administration, including supervisory experience, or any equivalent combination of experience and training, which provides the knowledge and abilities necessary to perform the work.

Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of a Parks, Buildings, and Grounds Supervisor. Other Qualifications:

Idaho drivers license with Class B CDL.

First Aid and CPR certification.

Commercial pesticides certification.

Excellent physical condition.
