Our prestigious Ottawa-based client within the logistics & transportation industry is seeking a highly experienced Procurement Manager who will be responsible for overseeing the full spectrum of procurement and contracting functions related to goods, services, and construction.
This role ensures that all purchasing activities align with organizational policies, regulatory requirements, and industry standards, while maximizing cost-effectiveness, operational efficiency, and product/service quality. Acting as a key strategic partner to internal departments and stakeholders, the Procurement Manager manages contract negotiations and champions initiatives that enhance procurement performance and drive continuous process improvements. The Procurement Manager will also effectively manage and supervise the activities of a Coordinator-level employee.
This is a hybrid opportunity based out of Ottawa and will require someone with a valid driver's license. This position may require travelling to worksites to meet with internal
and/or external stakeholders.
Key Responsibilities:
Responsibilities will include but may not be limited to the following:
Managing the full lifecycle of procurement activities for a diverse portfolio of high-value goods, services, and construction projects, while ensuring strict adherence to organizational policies, regulatory requirements, procedures, and industry best practices
Designing and proposing customized procurement strategies that maximize value, minimize risk, and support the organization’s operational goals
Establishing and nurturing effective relationships with vendors, contractors, and internal stakeholders
Overseeing and supporting the evaluation of competitive bid processes (including RFPs, RFQs, ITTs, and others) to ensure transparency, fairness, and timely execution
Handling negotiations on pricing, terms, and technical specifications to secure the best value for internal stakeholders and the organization
Creating and/or approving price models and contracting approaches that enhance financial outcomes while aligning with operational requirements
Effectively managing and supervising the activities of a Coordinator-level employee
Engaged in hiring/promotion recommendations and staff performance
Authorized to approve tender packages and correspondence with vendors, as well as to authorize payment for materials delivered and/or services rendered through purchase orders
Creating and implementing policies, guidelines and systems that promote a common purchasing structure within the organization
Recognizing opportunities for improvement and driving the implementation of streamlined procurement processes to boost efficiency and improve service outcomes
Supporting the development, refinement, and standardization of procurement policies, procedures, and document templates to ensure consistency and compliance
Tracking, analyzing, and reporting on procurement activities to identify performance trends, assess effectiveness, and highlight opportunities for improvement
Offering strategic procurement guidance and subject matter expertise to project teams, senior leadership, and business units
Developing and presenting engaging presentations, contractor briefings, and training sessions to enhance understanding, promote compliance, and foster strong stakeholder engagement.
Championing ethical procurement practices and advancing initiatives that support supplier diversity and inclusion
Drafting thorough, evidence-based award recommendations for review and approval
Collaborating with internal stakeholders to refine scopes of work, define requirements, and develop selection criteria that effectively align with project goals and desired outcomes
Setting performance objectives and tracking key performance indicators (KPIs) and service levels to ensure the effectiveness and accountability of the procurement function
Providing mentoring, coaching, and professional development opportunities to staff while promoting a collaborative, high-performance team culture that encourages innovation and continuous improvement
Qualifications & Experience
5 years of relevant procurement experience required
Previous procurement experience from an educational, health care or public sector environment may be considered a strong asset
Proven background using different tendering formats including Request for
Quotation (RFQ), Statement of Qualifications (SofQ), Invitation to Tender
(ITT) and Request for Proposals (RFQ)
Hands-on experience with formal source selection processes and previous
experience creating acquisition plans, Request for Proposals (RFP’s)
and related documents
Comprehensive knowledge of procurement strategies, negotiation techniques, contractual liabilities, contract administration, and financial management of contracted relationships
Extensive experience and expertise in drafting contracts (including terms and conditions and business terms) for construction, service, and professional services agreements
G Class Driver’s License required with the ability to complete a valid driver's abstract
Ability to successfully complete a criminal and credit check along with additional required security clearances
Highly motivated with strongly demonstrated analytical and economic thinking skills
Demonstrated expertise in facilitation and negotiation skills including experience in negotiating terms and conditions and business terms
Exceptional verbal and written communication skills, with the ability to effectively engage, influence, and negotiate with stakeholders at all levels, including the Executive Team
Proven ability to establish and maintain strong professional relationships with staff, clients, and consultants
Self-driven and detail-oriented, with the ability to work well independently, prioritize effectively, adapt to changing demands, and manage multiple projects simultaneously
Strong interpersonal skills, a results-oriented approach, and a professional, positive demeanor essential for promoting collaboration and driving success within a team setting
Previous supervisory/people leadership experience considered a strong asset
Experience working with procurement and financial applications and solutions
including SAP ByDesign and Bonfire considered a strong asset
Bilingualism in English and French considered a strong asset but not required
Education and Certifications
College diploma or University Degree in Business, with course work
in contracts administration, contract law and principles, negotiating skills, and life
cycle management
Completion of or working toward a relevant procurement accreditation (e.g. SCMP, CSCP, etc.)
