What you'll do:
The Financial Manager will be responsible for supervising Financial Program Managers and serving as the business lead for two or more Ohio Administrative Knowledge System (OAKS) financial modules. This includes establishing enterprise direction for modules such as Accounts Receivable, General Ledger, and Commitment Control. You will oversee and assist managers with Pay Cycle, Cash Reconciliation, Controlling Board transactions, and SWCAP.
Duties include but are not limited to:
Developing and recommending financial transaction standards and practices.
Approving formal actions and modification requests.
Recommending legislation and policy updates.
Overseeing financial issue resolution and authorizing appropriate actions.
Directing and assessing the accuracy and conformance of financial records and reports.
Establishing and monitoring goals, objectives, and performance metrics.
Representing the agency with internal and external stakeholders.
Serving as a liaison with federal programs, DAS, OBM, and other agencies.
Preferred Qualifications:
Knowledge of Ohio Administrative Knowledge System financial transactions.
The ability to deal with fiscal and budgetary variables, define problems, analyze data, prepare financial reports, and respond to confidential inquiries is essential.
Critical thinking skills.
Demonstrates verbal and written communication
Knowledge of supervisory principles and techniques is essential for managing and leading a team effectively.
Experience in training and developing employees to enhance their skills and performance.
A strong background in public or business administration and accounting
Familiarity with OBM and state/federal policies and laws governing OAKS financial modules and related transactions1.
Skills in using calculators, electronic devices (e.g., computer, tablet, cell phone), and applicable software applications (e.g., spreadsheets, databases, word processing), as well as OAKS BI reporting.
Ability to deal with a large number of fiscal and budgetary variables, define problems, collect and analyze data, establish facts, and draw valid conclusions.
Ability to establish a friendly atmosphere as a supervisor and listen and respond effectively to external and internal customer questions and concerns.

Minimum Qualifications:
66 mos. exp. or 66 mos. trg. financial administration.
-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.
-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
-Or 12 mos. exp. as Financial Program Manager, 66585.
-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
