Executive Director of Workforce Education

SUMMARY:

The Executive Director of Workforce Education provides leadership and oversight for all Workforce Education programs across the Copiah-Lincoln Community College District. This role advances workforce training, strengthens business and industry partnerships, and supports regional economic development. The Executive Director reports to the Vice President of the Wesson Campus and collaborates with Vice Presidents district-wide.

SUPERVISORY RESPONSIBILITIES:

· Provides leadership and accountability for all Workforce Education staff, including those assigned to WIN Job Centers and grant-funded roles.

· Maintains training excellence by observing, mentoring, and collaborating with workforce instructors in partnership with business and industry.

· Implements and enforces college and departmental policies within the Workforce Education Division.

· Conducts timely and constructive performance evaluations for all Workforce Education personnel.

· Makes recommendations to the Vice President of the Wesson Campus regarding the employment, contract work, or dismissal of Workforce Education staff.

DUTIES AND RESPONSIBILITIES:

1. Provides leadership, direction, and supervision in the coordination and implementation of all workforce education projects across the district.

2. Engages directly with local business and industry partners to assess workforce training needs, develop customized solutions, and strengthen long-term partnerships that support regional economic development.

3. Builds and maintains positive, professional working relationships with employers, community partners, and governmental agencies to advance the mission of Workforce Education.

4. Serves as the district-wide point of contact for all workforce training needs, including employer partnerships and customized training.

5. Represents the College at local, state, and national workforce and economic development meetings and events.

6. Communicates regularly with all campus Vice Presidents regarding business and industry visits, workforce opportunities, and training needs in their respective service areas.

7. Provides leadership and oversight for grant-funded workforce initiatives, including the WIN Job Center Operator Grant, and supervises employees hired within the grant.

8. Seeks, secures, and manages external funding sources, grants, and partnership opportunities to expand workforce training initiatives.

9. Develops, coordinates, and manages the Workforce Education Division budget; initiates purchase requests and reimbursement procedures, including those tied to external funding sources.

10. Maintains rapport and serves as the liaison with state staff, workforce boards, economic development entities, and other state and local agencies, fostering strong, collaborative working relationships.

11. Provides oversight for all workforce projects, recommending initiation, continuation, or termination based on performance, outcomes, and labor market needs.

12. Ensures curriculum quality, instructional excellence, and alignment of workforce training programs with accreditation, industry standards, and labor market demand.

13. Establishes and maintains the Co-Lin Workforce Advisory Committee; conducts committee meetings and incorporates feedback into program planning.

14. Develops and implements annual assessment plans; compiles data/results for inclusion in the College’s Annual Assessment Report.

15. Coordinates and approves all workforce reports, ensuring accuracy and timeliness.

16. Maintains accurate workforce record keeping and ensures compliance with federal, state, and institutional requirements.

17. Coordinates workforce equipment and technology inventory control.

18. Recommends to the Vice President of the Wesson Campus the workforce staff for employment, contract work, and dismissal.

19. Delivers college workforce training presentations as requested.

20. Fosters a culture of innovation, responsiveness, and continuous improvement in workforce education programs.

21. Performs other duties as assigned.

Qualifications

MINIMUM JOB REQUIREMENTS:

· Master’s degree in higher education, workforce/economic development, business, education, or a closely related field.

· At least five (5) years of full-time experience in education, workforce development, or business/industry leadership.

· At least three (3) years of supervisory experience, including staff management and budget oversight.

· Knowledge of workforce training, instruction, curriculum, and accreditation processes.

· Strong written, oral, and interpersonal communication skills.

· Proficiency with office and workforce-related computer applications.

· Ability to deliver effective presentations to diverse audiences, including large groups.

· Ability to travel independently and frequently within the district and to statewide meetings as required.

PREFERRED JOB REQUIREMENTS:

· Doctorate degree in education, workforce/economic development, business, or a closely related field.

ENVIRONMENT AND DEMANDS:

· The work environment is an office setting with moderate noise.

· While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
