Our client in the Westchester County area has an opening for a Treasury Manager. This Treasury Manager role offers a unique opportunity to manage both day-to-day financial operations and long-term fiscal planning within a unified municipal government structure. The ideal candidate will have significant expertise in municipal finance, tax administration, and treasury management.
Responsibilities:
• Oversee the billing, collection, and accounting of property taxes for the Village, Town, County, and local school district.
• Lead the development and execution of the annual budget process, collaborating with department leaders and elected officials to ensure fiscal priorities are met.
• Manage Village accounts using a double-entry system and maintain detailed classified budget controls in compliance with State Comptroller requirements.
• Prepare financial reports for the Mayor and Board of Trustees, ensuring accuracy and transparency.
• Develop financial forecasts and long-term capital plans in collaboration with financial advisors and bond counsel.
• Maintain strong relationships with auditors and ensure compliance with audit requirements.
• Plan and execute short- and long-term financing strategies for capital projects.
• Consult with Village officials to formulate fiscal policies that align with organizational goals.
• Prepare and submit annual financial reports to the State Comptroller.
• Ensure compliance with New York State budget and public hearing requirements.
