Job Description

Title: Non-Certified Operator

Wage: $26.58/hr.

Shift: Friday-Tuesday 7AM-3PM

Definition: Employees in this class are under the general supervision of foreman. Work performed in construction and maintenance of water, storm water, and wastewater lines, water and wastewater plant maintenance, and performing related work as required.

Essential Job Functions:

Perform dye testing on properties to determine if they have storm water connections in the sanitary. (i.e. sump pumps, downspouts, driveway drains, etc.)_

Engage in the construction and maintenance of water, storm water, and wastewater lines.

Routine property and building maintenance.

Perform general duty plumbing, and pipe fitting work such as pipe connections, laying pipe, cutting, threading, pipe-bending, and meter installation/repair.

Operate various types of heavy and light equipment when necessary.

Perform maintenance and repairs of plants, pump stations, vehicles, tools, and equipment.

Assist with all aspects of meter reading.

Perform installation, repair, and maintenance of water mains, water service lines and the sewer and storm water collection system.

Utilize proper and safe work procedures and safe equipment operation; ensures proper use of vehicles and equipment.

Interact with and respond to calls and inquiries from customers regarding service interruptions, meter problems, billing, and other related issues.

Prepare as-built sketches of line extensions, service lines and laterals.

Assist the manager with mapping and inspecting the water distribution system and stormwater and wastewater collections systems utilizing a GPS unit.

Assist in compiling and maintaining operations and other records and reports pertaining to water and wastewater activities.

Expected to make every effort to work overtime during water emergencies, storms and adverse weather conditions.

Must become familiar with rules, regulations and policies of the Pennsylvania Department of Environmental Projection and the EPA pertaining to water treatment, wastewater treatment and storm water management.

Assist the manager with management of the MS4 (storm water management) program.

Perform scheduled and unscheduled maintenance throughout both the water and wastewater facilities.

Recommended Minimum Qualifications:

Education:

High School diploma: additional related education or training is preferred.

Possession of a valid license to operate a motor vehicle in PA.

Must pass a pre-employment drug screen and background check.

Knowledge, Abilities, and Skills:

Knowledge of general methods, techniques and principals used in constructing and maintaining water and wastewater assets.

Knowledge of the practices, procedures, methods, equipment, materials, and tools associated with the operation of a water/wastewater system.

Knowledge in the hazards and safety precautions associated with the operation of water/wastewater systems.

Knowledge of vehicles, equipment, hand tools, and power tools.

Knowledge and ability to operate a computer for the purpose of date input, retrieval, and record keeping.

Ability to interpret work orders.

Ability to read, interpret and apply data, drawings and instructions for assigned work.

Ability to read, understand, and implement applicable regulations, policies, and procedures.

Good communication, organizational and planning skills.

Physical requirements:

Frequent moderate to strenuous physical effort required to perform the duties under variable conditions, with some exposure to occupations risks. Occasionally required to push/pull objects weighing up to 100 lbs; occasionally required to comfortably life/carry objects weighting up to 50 lbs. Ability to stoop, kneel, crawl, crouch, turn, and twist. Have manual dexterity and strength to operate objects, tools, or controls and reach with hands/arm. Ability to work in harsh weather conditions (extreme heat and extreme cold). Confined space entry is also required.
