Join the Ohio Department of Children and Youth as a Senior Financial Analyst, where you'll play a critical role in managing and analyzing complex financial data tied to federal grants, ensuring fiscal integrity and compliance across various programs supporting Ohio’s children and families. This position involves independent research and financial analysis to support federal funding activities, including grant reconciliation, cash draw management, and coordination with internal and external partners.

Responsibilities

Review and monitor the fiscal status of federal grants to ensure compliance with appropriations, availability periods, and federal/state regulations.

Analyze proposed expenditures and forecast spending to support sound financial decision-making.

Conduct quarterly reconciliations for multiple federal grant programs (e.g., Foster Care, Child Care, Adoption Assistance).

Prepare and submit federal financial reports and revenue documentation using OAKS, COGNOS, FMS Portal, and federal payment systems such as PMS/DPM.

Investigate financial discrepancies and collaborate with other bureaus to resolve issues affecting federal claims and draws.

Maintain accurate records, including reconciliations, financial statements, and supporting workpapers in both electronic and physical formats.

Serve as a liaison with federal, state, and local agencies, auditors, and internal stakeholders to ensure accurate communication of grant policies and procedures.

Draft, update, and maintain procedural documentation (e.g., desk aids, user guides) for internal use.

Support agency audits and provide documentation and analysis as needed.

Stay up to date with applicable federal and state regulations and participate in relevant trainings and conferences.

Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
