Job Title: JIRA Support Analyst (SA)

Location: Springfield, VA

Security Clearance: TS/SCI Required

The ideal candidate will bring both technical depth and process discipline to ensure our Release Train Management (RTM) workflows run seamlessly.

The JIRA Support Analyst will serve as a very important team member to help drive Agile and Release Train Management processes to support our customer. The JIRA Support Analyst applies process improvement and governance methodologies and principles to capture activity, scheduling, process modernization, and assessment of RTM efforts within the associated project. Develops functional area process and data models and tools that inform the overall use of JIRA and Confluence from an RTM perspective. Coordinates the use of tools and processes with the Agile work flows and business processes associated with existing software development contracts and contractors. Ensures that other RTM members and users are aware of proper procedures for record management and any gaps that need attention and/or correction.

DUTIES

Ensures that each record has all fields completed, in line with policy and procedures.

Tracks suspense's for corrective action and follow through with Government notification of any delinquent actions when necessary.

Supports GOVERNMENT POINTS OF CONTACT software developer's compliance with Government record creation and management policies for all entries in JIRA and Confluence. This includes correct: documentation of Scope, Descriptions, Acceptance Criteria, Record Titles, Start and Finish Dates, Record Types (Solution Epic LBC, Solution Epic MVPf, Program Epic MVPf, or Feature), and Capability Descriptions. Contractor shall ensure all work is recorded in JIRA and/or Confluence.

Ensures integration of JIRA and Confluence and any other Government provided software to conduct Release Train Management and to visualize status at various levels.

Supports Government workflow(s) of various software development efforts, maintain records in JIRA and Confluence at the enterprise level for all projects, and synchronize with other Agency's programs.

Works at the RTM level. Expert in JIRA and Confluence data entry, record keeping and requirements tracing. Enforces Government policy and procedures in their respective release trains to ensure accurate work-related record keeping.

Works with development vendors to educate them on proper use of JIRA and Confluence and how to establish and maintain linkages between taxonomy levels within JIRA.

Executes all transfers of JIRA data for their Release Train from low side JIRA to high side JIRA. Ensures all transfers preserve data and linkages accurately.

Monitors progress of each facet or feature of work and ensures completion dates and all status entries are always up to date and well maintained.

Support integration of Tableau and Development of Tableau dashboards and any other Government provided software to conduct Release Train Management and to visualize status at various levels.

Requirements

Active TS/SCI Clearance

Bachelor's degree plus 8 years of experience, or Masters plus 4 years of experience in Government Program and Information Technology or a related field.

Experience with JIRA/Confluence tracking tools.

Experience in Tableau.

Desired

Desired - Experience in monitoring and reporting on tasks for modifying complex applications programs from specifications and Discrepancy Reports.

The ideal candidate will:

Possess hands-on expertise with JIRA and Confluence at the governance level—configuring records, enforcing compliance, and ensuring accurate, complete entries.

Be adept at using Tableau (or similar tools) to create dashboards that visualize progress, highlight risks, and support executive decision-making.

Demonstrate experience auditing and tracking records to enforce standards, notify stakeholders of delinquent actions, and ensure status updates remain current.

Have experience educating and training vendors or developers on proper record-keeping, workflow usage, and requirements traceability within JIRA/Confluence.

Experience with data transfers between environments (e.g., unclassified to classified), with careful preservation of linkages and validation of accuracy.

Demonstrate understanding of SAFe Agile constructs (Solution Epics, Capabilities, Features, etc.) and how to configure JIRA hierarchies to support Release Train Management alignment.

Bring strong skills in automation and reporting—using JQL, validators, and workflow rules to drive efficiency and compliance.

Excellent communication skills to support enterprise-wide synchronization, status reporting, and collaboration with leadership and stakeholders.

Experience supporting the National Geospatial Intelligence Agency.
