Position Overview
A confidential public utility authority is seeking a dynamic and experienced Executive Director to lead a major water infrastructure initiative in Eastern New Mexico. This $1 billion capital project will deliver treated water from a regional reservoir to multiple communities across the region. The system is currently under construction, with full commissioning scheduled for 2031.
The Executive Director will serve as the Chief Executive Officer, overseeing all aspects of planning, design, construction, and future operations. This is a high-impact leadership role requiring strategic vision, technical expertise, and strong stakeholder engagement.
Project Scope Highlights:
130 miles of pipeline infrastructure
Multiple pump stations and a 28-mgd water treatment facility
Service delivery to several Eastern New Mexico communities
Key Responsibilities:
Strategic Leadership & Governance
Serve as the primary liaison to the governing board
Develop and present strategic plans, operational policies, and data-driven recommendations
Lead short- and long-term planning efforts
Stakeholder & Public Engagement
Represent the organization in public forums and media
Maintain relationships with state and federal agencies
Secure funding and support through presentations and negotiations
Project Oversight
Supervise construction progress and land acquisition efforts
Ensure timely, budget-conscious delivery of project milestones
Resolve property-related concerns professionally
Financial & Regulatory Management
Oversee budgeting, cost evaluations, and fiscal controls
Manage contracts and ensure regulatory compliance
Serve as the primary contact for audits and grant applications
Personnel & Administrative Oversight
Direct staffing decisions and performance management
Ensure alignment with organizational mission and legal standards
Foster a collaborative and compliant workplace culture
Communications & Records Management
Administer public records requests and manage digital presence
Ensure consistent and professional communication across platforms
Qualifications:
Education: Bachelors degree in Business Administration, Public Administration, Civil Engineering, or related field preferred
Experience: Minimum of 5 years in senior management or administrative leadership
Skills: Strong background in project management, grants administration, and stakeholder engagement
Licenses: Valid REAL ID-compliant drivers license
Background Checks: Credit, federal background, and motor vehicle history checks required
Travel: Monthly travel required, occasionally on short notice
Compensation & Benefits:
Salary: $130,000 $170,000 annually, based on experience
Relocation: Full relocation assistance provided
