Overview
We are seeking an experienced SME Information Technology Project Manager (Senior) to oversee and manage all areas of performance in accordance with the Performance Work Statement (PWS). This role requires an accomplished leader who will serve as the single point of contact (POC) for the Government Contracting Officer (CO) and Contracting Officer’s Representative (COR), ensuring successful project delivery, compliance, and stakeholder satisfaction.
Key Responsibilities
Project Management & Leadership
Plan, initiate, and manage complex IT modernization projects.
Lead and guide technical staff across multiple functional areas.
Establish project goals, milestones, schedules, budgets, and performance standards.
Ensure adherence to cost, schedule, and quality objectives.
Stakeholder & Client Engagement
Act as primary liaison between business stakeholders, COR, and technical teams.
Provide regular project updates, reports, and risk assessments to senior leadership.
Ensure timely response to COR inquiries (within 24 hours).
Manage client negotiations and interface with senior management to resolve technical and management issues.
Contract Compliance & Reporting
Maintain overall responsibility for project reporting, including COR reporting, milestone tracking, cost/schedule management, and performance monitoring.
Ensure project documentation, deliverables, and reports meet contract requirements.
Provide the Government with the names of the Project Manager and any designated alternates as required.
Team Leadership & Oversight
Direct and control activities for client projects, including staffing, resource allocation, and financial management.
Provide domain and expert technical knowledge to guide project execution.
Mentor and supervise assigned project team members.
Availability & Communication
Must be available to the COR via telephone between 0800 and 1500 EST, Monday–Friday.
Must read, write, speak, and understand English fluently.
Required Qualifications
Education: Bachelor’s degree in Business Administration, Information Technology, or related field.
Experience: 10+ years of progressive IT project management experience with large-scale modernization initiatives.
Certifications:
PMP/PMI certification (required)
Agile/Scrum certification (preferred)
Skills:
Strong leadership and stakeholder management skills.
Demonstrated expertise in reporting, project controls, and risk management.
Proven ability to deliver complex IT projects on time and within budget.
Excellent written and verbal communication skills.
Preferred Qualifications
Prior experience managing Federal government IT contracts and compliance reporting.
Demonstrated success in client-facing project management roles with mission-critical systems.
Experience supervising and mentoring multi-disciplinary technical teams.
