Position Summary

To assist the Clerk-Treasurer in performing the duties of the Treasurer. Serve as the Treasurer in the absence of the Clerk-Treasurer. Perform day-to-day administrative tasks associated with municipal government and assist with receptionist duties.

Duties/Responsibilities

Deputy Treasurer (60%)

Process daily bank deposit.

Prepare billings, process accounts payable and receivable, print and mail checks, and file invoices.

Receive tax payments, other payments, and record monies to appropriate accounts.

Serve as backup to payroll and reporting functions.

Serve as back-up to Utility Billing. Assist with meter readings to ensure timely and accurate processing. Customer Service/Front Desk (20%)

Assure adequate coverage at front desk at all times. Respond to citizen inquiries- either in person or on the phone.

Provide information to customers, assist the public in completing permit and license applications, register voters and refer callers and visitors to appropriate person or department.

May be required to perform duties ascribed to other Administrative Assistants as needed during absences and assist those positions with confidential matters as needed.Human Resource Support Specialist (20%)

Maintain personnel files for employees; collect onboarding paperwork as needed.

Provide assistance in administering employee benefit programs and worker’s compensation claims.

Arrange for advertising or posting of job vacancies and maintain up-to-date job descriptions.

Process, verify, and maintain personnel records including training, grievances, performance evaluations, and leaves of absence.OTHER DUTIES:

Perform other duties as assigned. Ability to perform detailed work with great accuracy and ability to prioritize many projects at one time required.

Qualifications

MINIMUM AND RECOMMENDED POSITION QUALIFICATIONS:

Education: High school education or equivalent is required.

Experience: Prior experience preferred with 2 years of experience as municipal deputy clerk or deputy treasurer or other comparable position in the government sector. A combination of education and experience will be considered.

Certifications/Licenses: Valid driver’s license is required.

Knowledge, Skills, and Abilities: Ability to maintain confidentiality of sensitive information and have knowledge of municipal organizations, their services and operations. Ability to demonstrate initiative, to work independently and in a team environment. Must be able to handle frequent interruptions.

PHYSICAL DEMANDS OF THE ESSENTIAL FUNCTIONS:

80% of the time is spent sitting, hearing, using near vision and typing. Talking and listening is done 30% of the time.

WORKING CONDITIONS WHILE PERFORMING THE ESSENTIAL FUNCTIONS:

100% of the time is spent inside.

EQUIPMENT USED TO PERFORM ESSENTIAL FUNCTIONS:

Basic office equipment: telephone, computer, printer, calculator, copier, fax machine and automated envelope stuffer. Software Programs: Civic Systems for receipting and utility, Ascent for taxes and dog licensing, TiPPS for court receipting, RecDesk for parks/street receipting, Microsoft Word, Excel, and PowerPoint for daily office tasks, and Outlook for email and calendar.
