THE STARTING SALARY FOR THIS POSITION IS LIMITED TO $45,926 - $50,289. Salary offers for the selected candidate are based on the candidate's education and experience related to the position, as well as our agency budget and equity.
The Criminal Justice Specialist/Investigator II (Program Manager) serves a key role in the planning, oversight, and execution of certification programs governed by the North Carolina Criminal Justice Education and Training Standards Commission. This position ensures compliance with Title 12, Chapter 9 of the North Carolina Administrative Code and supports the certification and regulatory requirements for law enforcement, correctional/probation/parole, juvenile justice, local confinement, and company/campus police personnel.
This position is responsible for overseeing daily operations of certification teams, managing workflow assignments, conducting application and criminal history reviews, and initiating investigations of potential rule violations. The position provides technical guidance to internal staff and external stakeholders, including law enforcement agency representatives, human resource officials, and government partners at the local, state, and federal levels.
This position will communicate program information to individuals that may or may not have knowledge of the program.
Some travel, including some overnight stays are required.

Division Information:
The Criminal Justice Education and Training Division promotes the goal of competence and integrity in the criminal justice profession through employment and certification standards, professional training, and technical assistance. The Division accomplishes this goal through the provision of coordinated staffing support to the Criminal Justice Education and Training Standards Commission (G. S. 17C), in conjunction with the Sheriffs Education and Training Standards Commission (G. S. 17E), and the North Carolina Justice Academy (G. S. 17D). In addition, the Division works to promote coordination within the criminal justice system to minimize duplication and effective utilization of current resources.
Department Information:The North Carolina Department of Justice, led by the Attorney General of North Carolina, represents the state, state agencies, and elected officials, and defends the rights of the people of North Carolina. The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally, the Department of Justice includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs’ and Criminal Justice Education and Training Standards Divisions.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and two years of administrative and/or technical experience in criminal justice or law enforcement as it relates to the area of assignment, or an equivalent combination of education and experience.

Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing. If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions, you must attach either a DD256 or NGB 22.
