Job Summary:

Reporting to the Capital and Infrastructure Director, this position is responsible for providing basic financial and administrative support to Teslin Tlingit Council (TTC) Capital and Infrastructure department, including general back-up and support for operations of the department and reconciliation functions. The position also assists other Capital and Infrastructure staff in the performance of their duties as necessary.

Main Duties;

Responsible for ensuring the Capital and Infrastructure department stays on budget by:

Regular analysis of C&I budgets, financials and expenditures and reporting anomalies to the C&I Director immediately;

Recording, coding and forwarding to Finance department all contractors’ and suppliers’ invoices connected to operations and projects;

Maintaining ongoing departmental operations and C&I project payment files.

2. Assist the C&I Director in maintaining departmental budgets by:

Tracking operations and contract budgets to ensure compliance or variances;

Reconciling financials on the Contract Log;

Contract administration when required, including seeking prompt Management Board approvals for expenditures over Policy thresholds;

Reporting current values and remainders on project funding;

Reporting to the C&I Director post-contract variations including Change Orders and Amendments to Contracts.

3. Assist the C&I Director on project funding and reporting by:

Assisting the Department and consultants with project funding proposals;

Prepare Briefing Notes for the C&I Director seeking approvals on projects;

Prepare detailed budget and financial presentations for groups such as Management Board, Executive Council, General Council and others as required by the C&I Director;

Liaise with the Finance department on behalf of C&I on matters related to C&I budgets.

Education & Experience:

Grade 12 or the equivalent in training and experience and supplemented with two years accounting coursework;

coursework or relevant experience using various applicable software programs such as ACCPAC, specifically: Accounts Receivable, Accounts Payable and General Ledger modules, Aboriginal Information systems, and Microsoft Office applications;

knowledge of and experience in reconciling accounts/statements;

excel spreadsheet manipulation and production for various analytical data and other purposes;

knowledge of generally accepted accounting principles (GAAP).
