Job description

Team Purpose

To act with poor people as a force for change in addressing the causes of poverty, suffering, and injustice, and alleviating their symptoms.

The Humanitarian Coordinator will carry out his/her tasks under the supervision of the Economic Justice Program in OPT and Matrix to the OPT Head of Response.

Job Purpose

The WB Humanitarian Coordinator is responsible for providing strategic leadership and oversight of Oxfam’s humanitarian portfolio in the West Bank. This role ensures that humanitarian responses are timely, principled, and aligned with international standards and Oxfam’s humanitarian commitments. The Humanitarian Coordinator will oversee the delivery of humanitarian interventions, ensuring they are needs-based, conflict-sensitive, and uphold the core humanitarian principles of humanity, neutrality, impartiality, and independence.

Working closely with local partners, the Humanitarian Coordinator will monitor program implementation, support capacity strengthening, and ensure accountability to affected populations. This role also contributes to preparedness planning, emergency response coordination, and advocacy efforts to address the root causes of vulnerability and uphold the rights and dignity of crisis-affected communities.

KEY RESPONSIBILITIES:

The main responsibilities of the WB Humanitarian Coordinator will be as the following:

1. Strategic Humanitarian Leadership

Lead the design and implementation of Oxfam’s humanitarian response strategies and plans that are grounded in the principles of humanity, neutrality, impartiality, and independence.

Ensure that all humanitarian interventions are needs-based, rights-focused, and responsive to the evolving context in the West Bank.

Promote conflict-sensitive approaches and ensure alignment with Oxfam’s global humanitarian standards, approaches and commitments.

2. Program Oversight and Quality Assurance

Oversee the delivery of humanitarian programs with partners, ensuring timely, effective, and accountable implementation

Monitor program progress and impact, ensuring adherence to humanitarian standards such as Sphere and Core Humanitarian Standards (CHS).

Lead the further humanitarian program development with partners and fundraising efforts for Oxfam’s humanitarian portfolio in the West Bank;

Lead Oxfam’s West Bank humanitarian program reporting to donors: coordinating, compiling and delivering high quality program and donor reports, in collaboration with partners and Oxfam colleagues. Together with the Gaza response team, ensure coherent reporting for Oxfam on humanitarian efforts across all OPT.

Lead internal and external humanitarian evaluations, ensuring lessons learned are integrated into future programming.

3. Partner Coordination and Capacity Strengthening

Build and maintain strong partnerships with local NGOs, community-based organizations, and other humanitarian actors Oxfam works with in the West Bank.

Provide technical support and capacity-strengthening to partners on humanitarian principles, protection, and accountability to affected populations, or topics based on their expressed needs.

Facilitate regular joint planning, monitoring, and learning processes with partners to enhance program effectiveness and sustainability.

4. Humanitarian Preparedness and Response

Lead Oxfam’s humanitarian response/program efforts and potential scale up in the West Bank

Lead humanitarian preparedness efforts, including contingency planning, risk analysis, and early warning systems.

Coordinate rapid assessments and emergency responses in times of crisis, ensuring timely mobilization of resources and teams.

Ensure that humanitarian responses are inclusive, gender-sensitive, and prioritize the most vulnerable populations.

5. Advocacy, Coordination and Representation

Represent Oxfam in humanitarian coordination forums, clusters meeting, donor meetings, and policy dialogues at local and national levels; this includes the regular attendance of key coordination, cluster and working group meetings relevant to Oxfam’s humanitarian programme in the West Bank.

Based on evidence of Oxfam and our partners humanitarian program and insights in the West Bank, support the OPT influencing and communications team on advocacy related to principled humanitarian access, protection of civilians, the rights of affected communities, and communications efforts and outreach to key stakeholders such as donors and local authorities.

Contribute to policy development and public messaging that amplifies humanitarian needs and challenges in the West Bank.

6. Safeguarding and Accountability

Ensure that all humanitarian activities uphold Oxfam’s safeguarding policies and accountability frameworks.

Promote transparency, feedback mechanisms, and community engagement throughout the program cycle.

Address complaints and concerns from affected populations in a timely and respectful manner.

Manage Oxfam’s risk

Be aware of and respond to sensitivities of operating within the national/regional context.

Be aware of Oxfam partnership principles and act accordingly when working and interacting with partners, working from the principle of complementary roles between Oxfam and partners.

Ensure close monitoring of identified program risk, and support frequently update risks register.

General

Essential Technical Competencies

Advanced degree in humanitarian affairs, development studies, economics, or related fields.

Minimum 5+ years of experience in humanitarian management and leadership roles, preferably in fragile or conflict-affected settings such as the West Bank.

Demonstrated 5+ years of relevant working experience in similar positions in the OPT, and have an affinity with international development issues.

Proven experience in managing large-scale humanitarian programs and multi-stakeholder partnerships.

Strong understanding of humanitarian standards (Sphere, CHS), protection principles, and conflict sensitivity.

Management and reporting skills and analyzing complex financial proposals and challenging them as needed.

Demonstrated ability in budget development, monitoring, and management of financial resources efficiently.

Experience in organizational analysis and partnership building with civil society organizations, private sector actors and public actors.

Proven decision-making and people management capability.

Demonstrated ability to integrate gender, youth, and social inclusion into humanitarian programming.

Fluency in English and Arabic (written and spoken).

Desirable Technical Competencies

Presentation, negotiation, influencing, and communication skills are highly needed.

The salary range for this position is set in scale C2 with a salary range starting from 17,016.25 ILS gross, based on 40 hours a week (full time). Location: WB - Ramallah Office.
